The Data Architect will be working on the TOPS replacement project, as well as other OCIO initiatives related to data management and analysis. They will be responsible for designing and implementing the data architecture for the new TOPS system, ensuring that it meets the business requirements, is scalable, and is optimized for performance. In addition, they will be responsible for identifying and implementing a cloud-based data warehousing solution. The Data Architect will also work with the OCIO leadership team to establish data governance policies and procedures and ensure that data security and privacy requirements are met. All these responsibilities are crucial to the success of the TOPS replacement project and its associated initiatives.
The OCIO has determined that migrating its legacy systems to an enterprise-class, cloud-based platform will enable it to meet these requirements and improve the permitting experience of its customer base. The program will also act as a catalyst to accelerate required transformation to achieve the moveDC and Vision Zero goals.
The need for a Data Architect has become increasingly important due to the increasing volume and complexity of data generated by its IT systems and solutions. Client requires qualified personnel to ensure that the data is appropriately managed, integrated, and secured while being leveraged to support the organization's overall business strategy and goals. The Data Architect will play a crucial role in overseeing the integration of data from multiple systems, ensuring data quality, and designing and maintaining the data architecture to support operational and analytical needs.
The Data Architect will be responsible for designing and implementing a robust data architecture that supports the new system's requirements. The Data Architect will also collaborate with the OCIO leadership team to identify and implement a cloud-based permitting solution that will streamline permitting processes, improve data quality, and increase operational efficiency.
The Data Architect will need to be well-versed in data governance and management, as well as be able to effectively communicate and collaborate with multiple internal and external stakeholders. They will be responsible for ensuring that data is accurately documented and appropriately secured, while being able to identify new technologies and solutions that can help improve data management practices.
The Data Architect will need to be able to analyze, document, and report on any data-related problems or risks associated with systems and data, as well as any potential solutions, and present these findings in a concise and organized manner to management. They will also be responsible for ensuring that data management practices are compliant with any applicable laws or regulations, as well as ensuring proper security protocols are in place to safeguard sensitive information.
Finally, the Data Architect will need to stay abreast of any changes in the data management industry, staying up to date on the latest technologies and processes and ensuring that data management practices are properly optimized to maximize efficiency and cost-effectiveness.

As a Data Architect in OCIO, the contractor will work with a range of tools and technologies to support data management and analysis, including:
Relational Database Management Systems (RDBMS): The contractor will work extensively with RDBMS platforms such as SQL Server, Oracle, and PostgreSQL to design and implement database schemas, create queries, and perform database administration tasks.
Data Integration and ETL Tools: The contractor should have experience working with tools such as Microsoft SSIS, Talend, and Informatica to extract, transform and load data from multiple data sources.
Data Warehousing: The contractor should have experience in designing, developing and implementing enterprise data warehouses.
Business Intelligence (BI) and Analytics Tools: The contractor will work with BI and analytics tools such as Microsoft Power BI, Tableau, and QlikView to create dashboards and reports, analyze data and provide insights.
Cloud Computing Platforms: The contractor should have experience working with cloud-based data storage and processing platforms such as Microsoft Azure, AWS, and Google Cloud Platform.
Data Governance and Security: The contractor should have experience working with data governance and security tools and processes, including data classification, data lineage, access controls, and auditing.
Data Integration and ETL Tools: The contractor should have experience working with tools such as Microsoft SSIS, Talend, and Informatica to extract, transform and load data from multiple data sources.
