Position: Business Analyst 4 REQ ID:  105342 Direct Client :  State of Michigan -  IT - DTMB - DMVA Job Location:  Lansing, MI, Interview Process: Virtual Interview via Teams. Candidates must have a camera on and be using a laptop with integrated audio. Duration: 1 Year with possible extension. Remote or On-site: Local candidates preferred, this person MUST be able to work onsite in Lansing, MI two days a week.   The State of Michigan is looking for: Business Analyst 4 (BA4) to support Department of Military & Veteran Affairs (DMVA) Top Skills & Years of Experience:- - 8+ years of experience - Excellent oral and written communication. Ability to interact with the whole team, including the client and vendors. - Ability to elicit good requirements. (SMART) - Agile methodology, user stories, scrum. - AZURE DevOps and SQL Server Management Studio experience preferred. - Experience supporting custom applications.   - Veteran Preferred for this position.    Job Description · Experience with documentation of Requirements used in the procurement of a Vendor IT solution. Reviews, analyzes, and provides recommendations and guidance to the DMVA Agency. · Customer service and being a champion to ease Agency compliance with DTMB policies and practices are key performance expectations for this person. They must be able to quickly gain a working understanding of applicable constraints and enablers and help DMVA navigate those for the success of their projects and work requests.  · Develop Requests for Projects, and Statements of Work · Relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and proactivity is expected. · Works closely with Vendors, Agency and Agency Services management. · Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering to make business more effective. Familiar with industry standards (including Legacy, Core, and Emerging technologies), business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs. · Knowledge of commonly used concepts, practices, and procedures within a particular field. Familiar with relational database concepts, and client-server concepts. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically reports to a project manager. · Must have experience with custom applications. Experience with National Institute of Standards and Technology (NIST) Special Publication 800-53 standards, documenting solutions in a system registration/profile application, creating a system security plan, answering risk assessment questions in accordance with NIST SP 800 series and managing Plan of Actions and Milestones to remedy issues, strongly preferred. · Must have experience with enterprise architecture solutions assessments and be able to work with the Solutions Architect, Developers (internal and vendor) to document the solution's architecture. · Familiarity with SOM technology policies and standards is beneficial. · Work with the QA team to request AppScans and analyze results to identify and remediate existing vulnerabilities. Define technical solution parameters. Complete and organize necessary documentation prior to initializing procurement. Plan and execute implementation of IT solutions at new and existing facilities.
