Manager Subcontracts Management Apply
The Subcontracts Manager is responsible for the management and execution of a variety of high dollar, complex subcontracts with suppliers of electrical, structures, and opto-mechanical components and systems in support of multiple US Government programs within the Space and Defense market segments. This individual will own supplier relationships to include negotiations, qualification of new suppliers, and management of subcontracted suppliers. The successful candidate will possess the ability to influence, grow and evolve within a dynamic environment.
Responsibilities:
Management of the overall procurement cycle, including coordination among various functional support groups, purchase order placement, and administration of sub-contracts.
- Management of critical, time-sensitive and complex issues including proposal evaluations, contract documentation, and modifications for contract changes. Will assist in the development of subcontract specifications, work statements, and terms and conditions for the placement of complex subcontracts.
- Management of supplier performance metrics, not limited to Supplier On-Time Delivery, Purchase Price Variance, Purchase Requisition placement, Contract Overspend/NTE performance, and Cost of Poor Quality.
- Key contributor to an integrated team environment. Responsible for coordinating and facilitating timely communication with Program Management, Engineering, Legal, Contracts, Operations, Quality, Customers, and Finance.
- Lead supplier negotiations of cost, terms and conditions, Statements of Work, and long-term agreements. Control costs, manage cost avoidance and perform price analysis as required.
- Ensure compliance with Contractor Purchasing System Review (CPSR) requirements, Government regulations and Company policies.
Requirements:
- Must be a US Citizen
- Bachelor's degree in Supply Chain, Engineering, Business, or a related field
- Minimum of 5 years of relevant experience in successfully managing and executing the supply chain lifecycle process, in subcontracts, procurement, commodity management and/or material management arenas
- Self-disciplined with a proven track record of driving project deadlines/milestones within a dynamic environment while maintaining the highest standard of compliance and quality.
- Effective supplier management and negotiation skills with the ability to flawlessly execute subcontracts.
- Knowledge of government flow downs and regulations including FAR/DFAR.
- Administer NDAs, PIAs. Understand IP and protections required.
- Experience in managing the import and export of technical data in full compliance with export license regulations.
- Experience working with Material Resource Planning (MRP) systems; SAP experience a plus.
- Ability to communicate clear and concise objectives to all levels of the organization, including risks and opportunities.
- Ability to proactively anticipate business requirements and provide strategic recommendations as it relates to the subcontracted projects.
- Strong prioritization and organization skills, with the ability to manage multiple projects concurrently while maintaining a high degree of flexibility.
- Excellent analytical and problem-solving abilities to lead and resolve daily issues.
- Excellent written and verbal communication is required.
- Forward thinking and possess the ability to provide strategic recommendations as it relates to subcontracting.
- MS Office Suite: proficiency in Word and Excel required.
- The ability to obtain and maintain a US Government Security Clearance.
