  • Possesses understanding in the areas of web application programming, content management systems, API, database and system design
  • Deep understanding of program management processes, techniques and tools, development lifecycle within Agile framework
  • Demonstrated intimate knowledge and/or proven success managing the developing and utilization of technology
  • Ability to lead and motivate cross-functional teams and interact with all levels across multiple organizational areas
  • Ability to quickly identify and drive to the optimal solution when presented with a series of constraints
  • Excellent planning, negotiating and influencing skillset
  • Flexibility during organizational and/or business changes
  • Ability to shape the approach to needed results and gain consensus of the approach
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group; developers, product owners, and subject matter experts

  • Accountable for all aspects of Information Technology program management and project resources (including partners/subcontractors), program planning, scheduling, risk management, scope management, internal and external communications, status reporting, and resource management
  • Establish, plan, and execute program budgets, major milestones, and integrated work plan reviews and decision gates to complete the project life cycle
  • Define project scope, deliverables, roles and responsibilities in collaboration with stakeholders and IT partners
  • Collaborate with Business PM to receive, manage, and deliver initiative features requiring IT development
  • Collaborate with Scrum Masters to identify dependencies and sequence features across the delivery teams
  • Effectively manage scope and change, assess impact and assure controls
  • Responsible for managing all phases of program delivery including: analysis and design, configuration and build, system integration, testing and training, and deployment of technical solutions
  • Lead and coach small multidisciplinary teams and collaborate with stakeholders, business users, and developers to innovate and drive successful program implementation
  • Manage and appropriately escalate delivery impediments, risks, issues, changes, and action items, and works with responsible owners to address the items on a timely basis
  • Negotiate with Product Owners to ensure that deliverables are prioritized and in alignment with business objectives, on-time and within budget
  • Exercise broadly delegated authority for planning, directing, coordinating, administering, and executing many routine and complex programs
  • Provide regular reporting and maintain ongoing communications to IT senior management, stakeholders and executive sponsors
  • Drive outsourced vendors, both onshore and offshore, and ensure adherence to contractual stipulations and obligations including established Service Language Agreements and other contractual performance metrics
  • Assist with the continuous improvement of Information Technology portfolio and service delivery best practices, processes, and tools
  • Understand and refine business and technology architecture
  • Perform any other job related instructions as requested
  • Interact with various business owners throughout the organization
  • Interact with external agencies/personnel
