Duration: 11/30/21 (six month contract to start - there is a possibility of this position converting to FTE, but for now it's going to be Temp for at least 6 months.

- BCBSMA's Well-B innovation function reporting to the Director of Innovation. Skip level is the Chief Innovation Officer. This is a high visibility role working on the largest transformation efforts within the organization.

- This group is responsible for enterprise-wide innovation and is not a digital innovation team. New technology might be an outcome of these initiatives, but they are really looking for someone who can look at a program with a wider scope than just tech, and can communicate with senior leaders. This is not an IT project manager position.

- This person will be leading very large pilots and transformation programs. They are responsible for taking pilots to market and demonstrating market value. They should be able to speak to specific experience with this. Large program management experience is a must, but they also need to have a more granular PM skillset to actually drive the project.

- It is essential that they have excellent communication, including experience working with senior leadership and managing complex personalities and relationships across an organization.

- This group has a future-thinking/ start-up culture. From a soft-skill perspective, this person should also be comfortable working in ambiguous grey areas and "wearing many hats." Looking for a personality fit with a "can-do" attitude.

- Basic Requirements are 5+ years healthcare and 5+ years program management (Those are the two dropdown skillsets for the submittals). They should have experience using Excel, MS project, Powerpoint, and some PM software. A MPH or MBA would be a plus.

- The team is based out of Boston, so someone local is preferred for when the office reopens. Someone currently remote or open to relo could be fine.

Position Summary: The Innovation Program Manager at Well-B's Innovation Center will lead idea generation, solutioning, prototyping, and piloting of innovative solutions and technologies that will create a competitive advantage for BCBSMA. The Innovation Program Manager role is a critical role that is responsible for the detailed planning, execution and control of priority initiatives. This position is responsible for the successful market launch of these core and value-add business solutions This person will be responsible for development, leadership and continuous management of programs leading to business success This individual will build relationships, set strategy for management of implementation, support leaders in scoping and prioritization of work and work with subject matter experts to gain a compressive understanding of the business. The expectation of the Program Manager is to be a strong communicator, problem solver, critical thinker, and have a natural curiosity to learn. A successful Program Manager will be adept at navigating ambiguity and organizing complex needs into a manageable plan.

Responsibilities:

  • Partners with business leadership to establish a solid understanding of the vision, purpose, and expected results.?
  • Works collaboratively across teams to ensure measurable goals and objectives are defined across functions and aligned with vision.?
  • Develop systems and operating cadences for managing projects towards key objectives.
  • Monitors health of business delivery. Tracks status, risks, issues and dependencies. Proactively identifies and addresses team impediments.?
  • Crafts and leads reporting of status and progress along with team and stakeholder communication
  • Lead the execution of multiple small to large-scale, moderate to highly complex projects, for products and programs
  • Manage all aspects of the project "lifecycle" (Initiation, Planning, Execution, Close-out), including facilitating cross-functional workgroups, documenting action steps, and managing and balancing expectations regarding project time and scope.
  • Motivate team members and influence them to take positive actions to ensure successful completion of project deliverables
  • Create, update and manage an overall project plan that can deliver expected results
  • Identify and manage project risks, issues, decisions and scope change, and escalate issues as appropriate
  • Develop and maintain status reports, dashboards and any other project-related deliverables, and communicate to appropriate audience
  • Assign duties, responsibilities, and scope of authority to project personnel
  • Make decisions to influence the success of projects and team objectives
  • Contribute to Project Management or other process improvements
  • Plan, schedule and monitor work to meet time and quality targets
  • Demonstrate an analytical and systematic approach to problem solving
  • Enable conflict resolution while understanding organizational dynamics
  • Cultivate strong relationships across the enterprise to support continued collaboration and the successful execution of department projects
  • Participate in the vendor selection process and work collaboratively with selected external vendor partners to co-ordinate and manage implementation plans/activities
  • Identify and apply lessons learned to support continuous improvement efforts
  • Support the assessment and implementation of state and federal mandates
  • Experience and Education:

    • Self-starter with high energy and drive to meet the needs of a demanding business environment
    • Strong leadership, communication, negotiation, facilitation and relationship building skills.
    • Ability to network and collaborate across multiple teams with flexible, positive attitude and ability to get results; team player
    • Aptitude for understanding organizational dynamics and skilled in conflict management
    • Proven track record in managing projects of medium complexity, using varied approaches to meet deliverables
    • Experience managing cross-functional teams with various skills and disciplines
    • Ability to be flexible, think creatively, and operate with sound judgement and an appropriate amount of guidance/support
    • Ability to meet deadlines; effective time management and the ability to handle multiple time-sensitive projects simultaneously
    • Ability to communicate effectively
    • Strong PC skills
    • Able to adapt readily to change and modify plans to reach new goals.
    • Bachelor's degree
    • 5+ years of health care industry experience as well as 5+ years of demonstrated project/program management experience.
