Position Description: Project Manager, Division of Benefits and Medical Eligibility (DTS) is looking for a professional Project Manager who is well versed in the Software Development Life Cycle (SDLC), Project Management Professional with working knowledge of PMI best practices, estimating, monitoring, and controlling development efforts. The selected candidate will participate as a team member to deliver system solutions in support of the Medicaid Program, watch relic system for performance issues, system upgrades, and act as the liaison and the contracted system vendor. Represent and collaborate a cohesive working relationship between, the Vendor, and Director's Offices. Develop, coordinate, and execute Contingency Plans and Disaster Recovery plans and expiring certifications and system licenses with the Division of Technology Services (DTS), and the Vendor. The Project Manager will be responsible for day-to-day activities performed by State personnel working on the project and interface with the contracted vendor on a daily basis and coordinate project development and implementation activities with contractor management throughout the project lifecycle understand the impact of changes working with the FAA Systems Helpdesk. This includes managing the project work plan, budget (cost allocation), and project resources; managing project activities including requirements definition, design, development, testing (various types), data conversion, interfaces, and implementation of a refined business model and other project management activities, ensure Data Security Agreements are active and in place, understands CMS, MARS-e, IRS, SSA, and SSP security rules and regulations, prepare project status reports (monthly activity such as pending and timeliness actions), and presenting them to various audiences. Support the Electronic Benefit Transfer (EBT) and Western States EBT Alliance The candidate must be a Project Management Professional (PMP) in good standing with the Project Management Institute (PMI) with over five (5) years of strong project management experience involving the analysis, design, development, and implementation of large IT systems (web experience preferred) with public or private organizations. This includes extensive experience and knowledge of SDLC methodologies and IT development standards, such as IEEE, ISO and/or CMMI, Database API's, and SQL architecture and infrastructure. The candidate must have knowledge and experience in the management of system requirements (functional and technical), various types of testing (alpha, beta, unit, string, integration, stress, etc.), change control processes, quality assurance activities, and work plan management of developed systems/projects. Additionally, the candidate must be authorized to work in the United States.

Demonstrated experience in analysis roles (developing business requirements, detailed functional specifications, writing user stories, technical stories, and developing prototypes) Demonstrated experience in enterprise architecture understanding & management Execution throughout SDLC Methodologies and IT standards (IEEE, ISO and/or CMMI, Database API's, and SQL) architecture and infrastructure Worked on both Waterfall and Agile software development. Quality Assurance (QA) activities and application Well versed in Google Suite, MS Word, Excel, Visio, and project management tools, such as MS Project or Clarity Other Required Business Experience: Excellent oral and written communication skills. These need to include skills and abilities to express technical information in clear, well organized and grammatically correct oral and written form to both technical and non-technical personnel A team player, comfortable in primary leadership role Possess excellent interpersonal skills Practical knowledge of system design and development Self-motivated individual committed to successful on-time completion of projects and goals with a zero defect mindset Excellent organizational and problem solving skills Must be able to present and utilize best practices prior experiences
