JOB DESCRIPTION:

The Senior Manager for CareSourcing Labs within the GPO will lead mid-and large projects to help develop strategic contracting opportunities to improve the economic and financial competitive position of the Blue System. Provides senior management of business operations and project implementation of multiple Clinical Laboratory Testing Services and Precision Medicine national-scale initiatives. Develops project plans which ensures end-to-end integration of project phases, as well as establishes supporting operational procedures. Specific emphasis will be placed on category/contract ownership, sourcing and negotiating with suppliers to maximize value. Additionally, the Senior Manager will be responsible for serving as the single point of contact/ Client Relationship Manager for several BCBS Plans and manufactures. This role also assigns and monitors the status of deliverables and day-to-day responsibilities of direct reports and other matrixed project team members to ensure objectives and timelines are achieved. This role is dedicated to the Clinical Laboratory Testing Services and Precision Medicine category with work in other CareSourcing categories including Durable Medical Equipment, Health Engagement, Digital Health and Caregiving. Needs a knowledge base around clinical laboratories testing to support category of focus.

PRIMARY JOB FUNCTIONS: List functions in descending order from the most important/performed most often to the one performed least often/least important Frequency % Responsible for administering contracts, including but not limited to:

  • The Senior Manager for CareSourcing Labs within the GPO will lead mid-and large projects to help develop strategic contracting opportunities to improve the economic and financial competitive position of the Blue System.
  • Grows the category assigned both through the addition of new national agreements, agreement expansion and Plan adoption/utilization. Responsible for the day-to-day management of contracts assigned. Has the ability to acquire, organize and synthesize financial data and other information to identify and communicate key findings. Maintains financial viability and takes ownership of category.
  • Creating bid (RFP) structures for each category based on strategic direction from CareSourcing leadership including administering RFPs.
  • Supporting contract negotiations under the guidance of the Director. Able to negotiate amendments and agreements independently

  • Interacts with companies, suppliers, participating Plans and team to coordinate maintenance and growth of BCBSAs Clinical Laboratory Testing and Precision Medicine category.

  • Can successfully manage CareSourcing Advisory Group meetings both virtual and in-person and support advisory groups, if needed, for their practice area. This includes planning, communications and meeting coordination as well as developing agenda, meeting materials, participation and documenting of meeting summary.
  • Able to present, facilitate and complete supplier webinars.
  • Able to create and write newsletter articles. 
  • Responsible for operations, people/project management, technical strategic direction and delivery of division/department initiatives one or more Practice Areas with the CareSourcing Practice Area. Maintains ownership of specific high profile functions/set of services.
  • Through data collection and analysis, interviews, application of expertise, literature reviews, supplier interaction and team interaction, the senior manager supports the Director with the development of supplier relationships that provide strategic and tactical solutions for Blue Cross and Blue Shield companies.
  • Leads by example showing commitment to BCBSA values creating an excellent work environment for employees and positive morale of the department, division and company

  • Makes recommendations to the Director and engages team in the development of long-term pipeline of opportunities to explore within assigned categories.

  • Prepares reports for audiences at all levels of the organization/internally/externally, written materials, spreadsheets, promotional materials and presentations to support the work within categories assigned.
  • Engages with Plans and suppliers routinely through 1:1 communications, meetings, presentations, webinars, etc.
  • Serves as the Client Relationship Manager/SME for specific number of assigned BCBS Plans and suppliers. Develops deep knowledge of assigned stakeholders.
  • Conducts market research to validate category performance, identifies trends/new opportunities and is a subject matter expert within the category. Ability to interact with stakeholder staff and external suppliers to lead in collecting information and conducting interviews/surveys.

MINIMUM EXPERIENCE REQUIRED:

  • A minimum of three to five years related business experience or a technical discipline within the clinical laboratory testing services (primary) and/or healthcare or hospital industry
  • Two to three years experience of contract negotiations
  • Project management and team leadership experience
  • Bachelors degree in any of the business disciplines (e.g. supply chain management, finance, economics), scientific areas (e.g. biology, chemistry, pre-med) or liberal studies. All candidates must have an interest in scientific categories.

PREFERRED EXPERIENCE:

  • Knowledge of line of business (Commercial, Exchange, Medicare, Medicaid)
  • Experience with business development and growth
  • Experience with market research and strategic planning
