Position : System Analyst 6 ( hybrid onsite)     Location : Lansing, MI   Interview Process: MS Teams video with integrated audio and camera used. No remote only option.   Job description:   Resource Information Needed from BRM Teams Resource Name: New Contract position     Job Title: Systems Analyst 6     Other Info:       Position Justification (Why this resource is being procured and which MDHHS applications/projects/other areas this resource will be working on) The systems analyst is responsible to provide technical support to the application development team, vendors, customers and providers for MDHHS MCIR application. The resource will be involved in collaborating with business area and technial teams to ensure the incoming HL7 messages follow the standards and are processed correctly by the downstream systems. Since changes are being made to modernize and enhance the stability and functionality of the MCIR application, the resource is integral to ensure streamlining critical business processes, data integrity, SEM/SUITE compliance, and securing the applications. The resource will be involved in the onboarding process for new public users who will be using the MCIR application and providing inbound record. The resource will be involved in monitoring the data quality work with technical teams to ensure data issues are resolved in a timely manner and provide updates to customers in the department. The resource will also participate in a variety of analytical assignments for the enhancement, integration, maintenance, and involved in created test cases, test scenarios and test plan documents for the supported application. Not having a resource on staff will limit MDHHS to provide the technical oversight that is needed to review and ensure the technical coordination and testing and help desk support to stake holders which could lead to higher maintenance cost due to data issues and errors causing data integrity and can eventually lead to incorrect information being processed and reported to federal and state agencies. This resource is also needed to assure new immunization providers can connect with MCIR and provide immunization information for Michigan residents impacting data quality, record completeness, and negatively impact public health around immunizations.     Position Summary (Detail Position Summary in Bullet Point or Descriptive Statement) • Coordinate and monitor data loads for reporting. • Manage the interface integration for the supporting application. • Provide help desk support for customer requests for information, production issues and coordinate with technical team • Coordinate and monitor the quality of the incoming data that are sent to be processed into the application. • Coordinate the software upgrade to HL7 Message for the supported application with technical team and stakeholders • Develop training content and user manuals. • Design, develop, and implement test plans for applications or subsystems. • Create or collect test data and execute approved tests to determine the accuracy of program logic to produce desired results. • Assist with UAT Testing, Test cases, Post Implementation testing. • Assist in differentiating between defects and new requirements. • Provide defect tracking log entry information. • Maintain/update system documentation as a result of system upgrades. • Monitors applications during peak production times. • Assist with User issues via calls, discussions and testing. • Provide data incoming data onboarding training for providers and business owner staff including data communication technical requirements.     Skill Descriptions (8-10 or more Required/Desired/Nice to Have skills in Bullet Points identified by their ranking) 8+ years of System administration for complex computer systems • 8+ years of technical support experience for providers, customers and development projects and support teams • 8+ years of developing, and implementing test plans and test cases • Experience working with HIPAA Data • Over 5+ years using CMM/CMMI Level 3 methods and practices. • Over 5+ years implemented Agile development processes including test driven development. • Over 8+ years of creating, updating and maintaining systems documentation • Over 8+ years of creating training plans and materials • 5+ years programming in SQL and/or PL/SQL • Experience with Azure DevOps • Over 5+ years implemented agile development processes including test driven development. • Over 3+ years Experience or Knowledge on creating support documents for production applications. • Over 2+ years of direct customer support and interaction experience   CLIENT SKILL MATRIX   TOP SKILLS CANDIDATE YEARS OF EXPERIENCE   8+ years of System administration for complex computer systems 8+ years of technical support experience for providers, customers and development projects and support teams 8+ years of developing, and implementing test plans and test cases Experience working with HIPAA Data Over 5+ years using CMM/CMMI Level 3 methods and practices.
