Short Description: Architect AR1 A4 SC3 - (2 Positions) Verato EUS Lead Developer   Complete Description: ISSUING OFFICE This request is issued from the Commonwealth of Pennsylvania Office of Administration's Office of Information Technology (OA/OIT). The position will have a reporting relationship to the Health and Human Service Delivery Center (HHSDC) within the OA/OIT supporting the Pennsylvania Department of Health (DOH) and the Department of Drug and Alcohol Programs (DDAP).   BACKGROUND/PROBLEM STATEMENT The COVID-19 pandemic is affecting all Pennsylvanians and data is a critical part to DOH's response to the pandemic. In response, DOH leadership has formed a Data Modernization Initiative, with the vision that all public health policies and interventions are driven by data, and the mission to provide all internal and external public health decision makers with accessible, timely, reliable, and meaningful data to drive policies and interventions.   INCURRING COSTS The PA Department of Health is not responsible for any costs or expenses incurred by the contractor for parking.   RESOURCES The contractor will be permitted to work from home, but office space for the contractor will be provided as needed. In addition, DOH will supply all necessary hardware and software for daily use that are needed to complete assigned work items.   OBJECTIVES OF ENGAGEMENT   The primary objective of this engagement is for the selected candidate to join the development team focused on implementing a 'middleware' component that allows DOH systems to interface with Verato, which is a 3rd party service that provides DOH with a universal master patient index UMPI. Upon completion of development, this position will service as the lead for managing and supporting the 'middleware' service.   OPERATIONAL REQUIREMENTS   This resource must have advanced technical skills, specialized knowledge and experience in .NET, SQL and Azure. The selected candidate must have proven experience in the development, maintenance, testing, and maintenance of production systems and projects. This position designs, develops, tests, and implements systems to support DOH with providing UMPI capabilities. This position will work with business analysts, application developers, DBAs, network, and web teams to achieve project objectives - delivery dates, cost objectives, quality objectives, and program area customer satisfaction objectives.   The contractor will be required to: • Plan, organize, prioritize, and manage work efforts using Azure DevOps. • Participate in status reviews, process reviews, deliverable reviews, and software quality assurance work product reviews with the appropriate stakeholders. • Participate in business and technical requirements gathering. • Perform research on potential solutions and provide recommendations to the project team. • Develop and implement solutions that meet business and technical requirements. • Participate in testing of implemented solution(s). • Build and maintain relationships with key stakeholders and customer representatives. • Develops and maintains processes and procedural documentation. • Ensure project compliance with relative federal and commonwealth standards and procedures. • Conduct training and transfer of knowledge sessions for system and code maintenance. • Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB each Friday. • Complete weekly project status updates in Daptiv if necessary. This will be dependent on a project being entered in Daptiv. • Provide weekly personal status reporting by COB Friday submitted on SharePoint. • Utilize a SharePoint site for project and operational documentation; review existing documentation.   CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS   REQUIRED SKILLS: This position must have the ability to design, develop, and implement application infrastructure to provide reliable and scalable applications and systems to meet the organization's objectives and requirements. The candidate must be familiar with a variety of the application technologies, environments, concepts, methodologies, practices, and procedures.   • Significant, hands-on technical experience and expertise with leading the design, implementation and deployment of .NET applications. • Experience working with a centralized UMPI service • Experience working within an Azure commercial cloud hosting environment. • Experience working with SQL Server. • Ability to balance work between multiple projects and possess good organizational skills, with minimal or no direct supervision. • Ability to work and communicate collaboratively and effectively with colleagues, and as a member of a team. • Ability to document application designs, data flows and deployment diagrams using Visio or other related design tools. • Ability to present complex technical concepts and data to a varied audience effectively. • More than 12 years of relevant experience. • 4-year college degree in computer science or related field with advanced study preferred.   PREFERRED EXPERIENCE:   • Experience working in the public health or healthcare industry with various health data sets.   TIMEFRAMES It is anticipated the initial engagement will cover September 2022 – June 30, 2023. This engagement may be extended through June 30, 2024.
