Overview Accountant 4 (Central Region Project Control Chief) (PCN 250398) The Department of Transportation and Public Facilities (DOT&PF) is seeking an Accountant 4 to manage, coordinate, and direct programming and budget management for all Central Region capital projects. The role supports the Regional Director, Design and Construction Directors, support group Chiefs, and Project Managers for planning, budgeting, and administration of highway, aviation, maintenance, and facilities projects. This position provides ongoing professional, budgetary, and administrative support to ensure adherence to federal and program goals and guidelines and timely processing of funding needs. Location: 4111 Aviation Avenue, Anchorage. Part-time in-state telework options may be available with supervisor approval. Responsibilities Lead and manage programming and budget management for Central Region capital projects. Provide professional and administrative support to the Regional Director, Design and Construction Directors, support group Chiefs, and Project Managers. Ensure adherence to applicable federal and program goals and guidelines and timely funding processing. Qualifications and Competencies Supervision: Plans, distributes, and monitors work, sets priorities, evaluates performance, and manages staff employment actions and grievances as appropriate. Organizational Awareness: Understands the organization’s mission, functions, programs, policies, and regulations to operate effectively. Grants Management Laws, Regulations, and Guidelines: Knowledge of grant/award programs, applicable laws and guidelines (e.g., CFR, OMB circulars) and their precedence. Competency Descriptions: Understanding of essential KSAs, tasks, and behaviors used to describe job expectations; ability to meet the described competencies through education, training, and experience. Financial Analysis : Knowledge of financial analysis, forecasting, modeling, earned value management, and interpretation of key financial indicators and trends. Principles of Accounting : Knowledge of GAAP, full accounting cycle, and preparation of worksheets, financial statements, ledgers, and journals. Reasoning : Ability to identify rules and relationships, analyze information, and draw accurate conclusions. Technical Competence : Applies formal training and on-the-job experience to perform, evaluate, and advise on technical issues. Education and Experience Any combination of education and/or experience that provides competencies in the listed areas, including accounting, budgeting, or financial management, is acceptable. Some positions may require a bachelor’s degree in accounting, finance, or related field and/or a CPA; required qualifications will be noted in the recruitment posting.
