Overview VISTA Technology Services, Inc. (VISTA) is currently seeking a mid-level Acquisition Program Analyst to support our NAVSEA customer. This is a hybrid position reporting onsite 3-4 days a week in Crystal City, VA. The Acquisition Program Analyst will provide DoD acquisition, logistics, and financial program management support to a NAVSEA Acquisition Program Office. Responsibilities Work with Navy leadership, other stakeholders, and cross-functional teams to streamline processes and gather information Prepare and update reports, presentations, budget reviews, and high-level briefings including in support of the Program Objective Memorandum (POM), Baseline Assessment Memorandum (BAM), and congressional requests Support Navy budget program review processes and review and conduct analysis of technical documentation and financial data Assist with acquisition planning and implementation, and Integrated Master Schedules (IMS) Facilitate and coordinate meetings, provide agenda support, take minutes, and track and manage action items Develop program spend plans from Task Planning Sheets (TPSs) Manage NAVSEA Task Planning Sheets (TPS) for various field activities Develop spend plans to meet Planning, Programming, Budgeting, and Execution (PPBE) benchmarks Assist in the development and review of Procurement Request (PR) packages, Acquisition Plans (APs), Acquisition Strategies (AS), Statements of Work (SOWs), Justification and Approvals (J&As) Support contract execution, track and monitor contract modifications, develop contract status reporting, and maintain contract document records Travel to conferences and meetings as needed Basic Qualifications Bachelor's Degree AND 5+ years of relevant Navy acquisition program experience, OR an Associate’s Degree AND 10+ years of relevant Navy acquisition program experience Experience tracking allocations, obligations, expenditures and performing analysis Experience developing program spend plans and tracking appropriations Experience supporting Navy processes and preparing brief updates including in support of the POM, BAM, and congressional requests Experience developing presentations, facilitating brief updates, providing meeting support, and tracking action items Experience facilitating and coordinating meetings, providing agenda support, taking minutes, and tracking and managing action items Experience developing and reviewing Acquisition Strategy documents, Acquisition Plans, Justification & Approval (J&As) and Statements of Work (SOWs) Experience with NAVSEA Enterprise Planning System (NEPS) to track allocations, obligations, expenditures Familiarity with Navy ERP and SPS/PD2 Proficient with MS Office 365 Suite (Word, Excel, PowerPoint, MS Teams, etc.) and SharePoint Strong critical thinking, analytical, problem-solving, research, attention to detail and organizational skills Excellent verbal and written communication skills and organizational skills Demonstrated ability to be proactive and successfully work independently and in a team environment Willingness to travel as needed Active DoD Secret Clearance Desired Qualifications Understanding of the PPBE process Experience drafting Purchase Requisition (PR) for new contract requirements and modifications to established contracts Knowledge of the Navy's Spares and Acquisition Sustainment Phase Salary and Benefits Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $125,000.00 to $140,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees. We also offer a competitive leave package and a generous benefit plan which includes medical, dental, vision, life and disability insurance, tuition assistance, and an employer matching 401(k) plan.
