JOB DESCRIPTION:

The Missouri Public Service Commission regulates investor-owned electric, natural gas, steam, water and sewer utilities in Missouri. We ensure that Missourians receive safe and reliable utility services at just, reasonable and affordable rates. The Budget and Fiscal Services Department monitors and tracks expenditures from budget appropriations; procures all office furniture and equipment, office supplies, data processing equipment and software, and processes contracts for outside legal, technical and professional consulting services; prepares annual PSC assessment of regulated utility companies; assists in preparing annual operating budget; processes and submits monies to the Department of Revenue for deposit into the PSC Fund, Deaf Relay Service Fund, Manufactured Housing Fund, General Revenue or Public School Fund; maintains inventory records of non-expendable property; processes all vendor payments and employee expense accounts; processes all out-of-state travel authorizations; processes agency mail and deliveries; and maintains a pool of vehicles for use by the Commission and staff.

  • Direct and oversee all internal accounting, fiscal and budgetary functions for the Commission.
  • Provide highly technical assistance in regard to internal accounting/fiscal activities and budgetary matters.
  • Provide interpretation and technical assistance to agency management and staff on matters relating to compliance with state and federal rules, regulations, policies and procedures.
  • Direct the preparation of various financial and statistical reports and technical summaries as needed for response to legislative inquiries, sunshine requests, and/or requests relating to agency budget matters.
  • Develop, implement, and maintain the agency organizational reporting structure for budgeting and financial processes and reporting.
  • Direct and assist in preparing the annual PSC assessment and the Commissions annual operating budget.
  • Develop and maintain internal controls to promote transparent and efficient fiscal responsibility and cost control.
  • Perform administrative duties associated with the operations of the Department.
  • Supervise a staff of up to six FTE performing specialized financial functions and support services.
  • Position may require occasional in-state and out-of-state travel.
  • 5 years of professional experience in government accounting, auditing, administration, purchasing, budgeting, fiscal management, or in general management with some fiscal responsibility and 2-4 years of supervisory experience.
  • A Bachelors degree from an accredited college or university with a minimum of 15 earned credit hours in one or combination of the following: Accounting, Finance, Economics, Public or Business Administration, or a closely related field preferred.
  • Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the education.
  • Knowledge of general and governmental accounting principles, budgeting concepts and techniques as well as State of Missouri Office of Administration regulations, policies and procedures.
  • Excellent written and oral communication skills, interpersonal skills, and organization skills is required.
  • Personal computer experience with considerable working knowledge of SAM II (State of Missouris on-line accounting system), MissouriBUYS (State of Missouris e-Procurement system), Microsoft Word, PowerPoint, Excel and Access software or similar applications required.
  • Participation in or familiarity with the planning stages of the States MOVERS (Missouri Vital Enterprise Resource System) project currently under construction is highly preferred.
  • Must have the ability to effectively interact with diverse audiences.
