Administrative/Technical SpecialistYou will serve as an Administrative/Technical Specialist in the Business Operations Division (C03), Combat Systems Test & Evaluation Department of Naval Surface Warfare Center.This job is open to current federal employees of the hiring agency that posted the job announcement, federal employees whose job, agency or department was eliminated and are eligible for priority over other applicants, current or former employees of a base management agency, veterans of the U.S. Armed Forces or a spouse, widow, widower or parent of a veteran, military spouses of active duty service members or whose spouse is 100 percent disabled or died on active duty, individuals who are eligible under Schedule A, and individuals eligible under a special authority not listed in another hiring path.You will serve in the Financial Management Branch, C031 as a Financial Team Lead. You will support the C031 Financial Management Branch Manager in the Combat Systems, Test and Evaluation Department (C Dept), Naval Surface Warfare Center Port Hueneme Division (NSWC PHO). You will report and translate actions, both past and proposed, into meaningful and relevant information for use in the management process and the financial execution of the various areas. You will organize, plan, schedule and prioritize the team members' workloads and maintains oversight of work accomplishment. You will closely monitor the financial activities within the financial group/program analysts and provide training/guidance to all grade level program analysts. You will develop a variety of reports covering the status of funds, expenses, obligations and current funding levels by comparison to submitted budget/task requirements and identifies program/tasks problem areas. You will perform follow-up on financial actions (e.g. correspondence or logs) to ensure regulations are followed and time line are met.Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing analyses of financial management programs to conduct qualitative and quantitative assessments of resource allocation, budget execution, and business operations for providing advice to leadership, ensuring regulatory compliance, and optimizing the financial effectiveness of organizational missions.This position is covered by the Department of Defense Priority Placement Program. The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14. Additional vacancies may be filled by this announcement.
