THE POSITION

The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for a professional Alcohol Education Program Manager in the Education & Grants Management Division. In this role you will be responsible for overseeing the education and grants management side of the Bureau of Alcohol Education and work closely with the director and other bureaus within the agency.

DESCRIPTION OF WORK

The Alcohol Education Program Manager is a senior management position under the direct supervision of the Bureau Director. This position will direct and manage the statewide operation of the Education & Grants Management Division.

Under the general direction of the Director, this professional position supervises, trains, and evaluates Alcohol Education Specialists and other assigned staff. The intent of the division includes oversight of planning, implementation, and evaluation of statewide efforts to combat underage and dangerous drinking. Efforts include, but are not limited to, grants, training, technical assistance, material dissemination, reporting to the General Assembly, and participating in annual conferences. The incumbent of this position serves as the liaison between various state agencies and community stakeholders to share information and avoid duplication of services and efforts.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You will have the opportunity to work from home (telework) full-time, with the exception of reporting to the Northwest Office Building on Board meeting dates once every two to three weeks, and as operational needs dictate. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the Northwest Office Building in Harrisburg.
  • Must be willing to travel.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year as an Alcohol Education Specialist Supervisor; or
  • Four years of professional experience in the development and implementation of an alcohol education and training program which included at least one year of supervisory experience; or
  • An equivalent combination of experience and training that includes one year of supervising employees who develop and implement an alcohol education and training program.

Other Requirements:

  • You must be able to perform essential job functions.

Legal Requirements:
  • You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
