AMRP Waste Management Program Support Consultant ProSidian Consulting is looking for a full‑time AMRP Waste Management Program Support Consultant in the Hanford Tri‑Cities Area (Kennewick | Pasco | Richland) to support an engagement for the U.S. Department of Energy (DOE) Hanford in Eastern Washington. The ProSidian Engagement Team Members provide General Support Services Contractor (GSSC) assistance to DOE Hanford, which consists of the Richland Operations Office (RL) and the Office of River Protection (ORP), in support of the government’s operations, personnel management, and general administration of regional operations at the Hanford Site in Richland, Washington. ProSidian Consulting’s work includes supporting DOE requirements for consulting support, acquisition support, program/project management support, operational/administrative business support, and environmental consulting support. It is also ProSidian’s duty to protect all classified information, special nuclear material, and other DOE property in accordance with DOE security regulations and requirements. The AMRP Waste Management Program Support Consultant shall provide support in the following areas: Independent evaluation of Hanford cleanup and waste management programs with a focus on the National TRU Program activities and compliance/execution of DOE Order 435.1, Radioactive Waste Management. National TRU program compliance with waste acceptance criteria (WAC) for shipment of TRU waste to the Waste Isolation Pilot Project (WIPP). Ensure project safety and regulatory documentation is complete, accurate, and reliable for submission to regulators or other DOE offices. Hanford Solid Waste Operations Complex (Central Waste Complex, T Plant, Low Level Burial Grounds) operations and nuclear safety bases (documented safety analysis and technical safety requirements) implementation and compliance as it affects facility operations and waste management activities. On‑site assessments related to waste management programs. Provide expert opinion and feedback at critical points in program/project activities. Provide detailed technical oversight and support to prevent programmatic failure due to, for example, failure to comply with regulations or nuclear safety requirements. Assist in preparation of draft reports, including safety analyses, assessments, regulatory documents, waste acceptance criteria, technical reports, or other documents. Interface with a diverse range of people from the Richland Operations Office (RL), Office of River Protection (ORP), Carlsbad Field Office and Waste Isolation Pilot Plant contractors, other DOE contractors, U.S. Environmental Protection Agency, state regulators, and other stakeholders. Support the development and implementation of plans to mitigate programmatic risks and exploit opportunities for improving program activities. Provide related technical and strategic expertise in compliant waste management operations and practices. Provide executive‑level management support for Hanford waste management programs (TRU, MLLW, LLW) and nuclear facility operations. Assist with proactively identifying potential risks/opportunities through review of the programs and evaluation of program elements related to nuclear facility operations, TRU/ TRU mixed, and low‑level/mixed low‑level waste management. The AMRP Waste Management Program Support Consultant shall have consecutive employment in a position with comparable responsibilities within the past five (5) years and must be able to use a computer to communicate via email; and be proficient in Microsoft Office Products (Word, Excel, PowerPoint) and related tools and technology required for the position. AMRP Waste Management Program Support Consultant personnel shall possess the following minimum qualifications: 10 years of relevant experience including: A minimum of 2 years with program and/or project management in hazardous and nuclear waste cleanup projects, A minimum of 6 years with radioactive waste management, and A minimum of 2 years with nuclear facility operations and nuclear safety requirements. Bachelor’s degree in a relevant field of study. Knowledge of DOE Order 435.1, "Radioactive Waste Management." Knowledge of the National TRU Program, Waste Isolation Pilot Plant (WIPP) Waste Acceptance Criteria and TRU waste certification and transportation requirements. Knowledge of program and project management practices, policies, and procedures; preference for knowledge of and experience with DOE Order 413.3B, "Program and Project Management for the Acquisition of Capital Asset Projects." Knowledge of waste generation, transportation, treatment and disposal requirements. Hanford site–specific knowledge of this subject is preferred. Participation in program and project reviews, evaluations and assessments, such as site certification audits performed by the Carlsbad Field Office for disposal of transuranic waste at the Waste Isolation Pilot Plant. Ability to successfully communicate with a diverse range of people from various levels and organizations, ensuring an unimpeded passage of information to avoid delays in progress. Communication and interface skills; ability to elicit information to utilize in development of products and provision of support. Sufficient knowledge of contract change management to review contractor proposals for accuracy and content. U.S. citizenship. TRAVEL: Travel is allowed as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, in accordance with Federal Travel Regulations.
