This position serves our partners at the Department of Public Safety (DPS). The MNIT DPS team provides technical support to an agency dedicated to prevention, preparedness, response, recovery, enforcement, and education. The team manages a large number of applications to serve 15 diverse public safety divisions located across Minnesota.
Job Summary
As an Application Development and Support Specialist, you will provide technical expertise for applications developed in-house and for commercial-off-the-shelf (COTS) applications and will perform application development to address bugs and add requested functionality. You will provide application technical leadership and advanced application support services for COTS applications and associated middleware. You may be involved in the acquisition, implementation, execution, administration, troubleshooting, support and matenance of COTS applications. Systems to be supported include a wide range of applications in support of multiple business groups. In addition this position will also be responsible for the development and maintenance of user manuals, guidelines and system documentation
This position is temporary unclassified and includes full state fringe benefits; it is anticipated to last 1 year.
This position requires an employee to be onsite at the work location1 day per week:
- Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St Paul, Minnesota.
- Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Qualifications
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
Position requires a minimum of four (4) years of IT related experience in application development and support.
Experience must include:
- SQL Server and modify and maintain stored procedures
- HTML5/JQuery (including frameworks/ JavaScript)
- C# or VB.NET
- Knowledge of the software development lifecycle and software development testing procedures
- Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties
- Customer service skills that include active listening, empathy, and problem-solving
A masters degree in Information Technology or a related field substitutes for three (3) years of experience, OR a related bachelors degree substitutes for two (2) years, OR a related associates degree substitutes for one (1) year.
Preferred Qualifications
Experience with:
- NET / ASP.NET / MVC/VB/Classic ASP
- IIS
- PowerShell
- Application Security best practices
- Ability to answer end-user how-to questions and provide end-user training
