About KYTC Division of Driver Licensing

The Kentucky Transportation Cabinet (KYTC) is a very diverse state agency that directly touches the lives of citizens and travelers every day. KYTC services are at work in all 120 counties and 12 highway district offices from highways, roads, bridges, vehicle licensing, driver licensing, and highway safety. KYTC employees and contractors are committed to meet and/or exceed the needs and expectations of our business customers. KYTC works closely with officials at every level to deliver products and services to its citizens, businesses, and government agencies, continuously working towards improvement.

The Division of Driver Licensing (DDL) within KYTC is responsible for the issuance of driver’s licenses, maintaining driver’s records, and managing driver safety programs. Kentucky’s DDL works closely with other state agencies, other states, and federal government agencies. Recently, the Department of Homeland Security enacted federal rules for “Real ID” issuance and record keeping. KYTC must enact these rules to issue federally complaint driver licenses before October 2020.

To meet the increased demand, DDL has an immediate need for a group of exceptional individuals to join our organization as Driver License Support Specialists. This opportunity is based in Frankfort, KY at the Kentucky Transportation Cabinet. The rollout of a new digitized license computer system across the state will require travel to issuance locations to all sections of the state. The ideal candidate should have strong communication and critical thinking skills. The successful candidates must be a self-starter and possess the ability to learn and execute the Division’s plan for these tasks. They must also be accountable to team members for their work and decisions. The successful candidates must be able to work overtime, especially through the next 14 months. In this position, there will be opportunities for advancement within the Division of Driver Licensing and KYTC.

Position Overview:

Driver License Support Specialists will assist the Director’s office and Branch Managers. The main focus of this project will be to learn the current driver licensing issuing process and play key training and leadership roles to train employees across the state on the new digitized driver license issuance requirements and DDL state and federal rules which include REAL ID, Commercial Driver License, and National Driver Register. The successful candidates will review and analyze secure documents of driver license applicants and personal information. The successful candidate must be able to pass federal fingerprint background checks and they must conduct themselves professionally with employees and citizens. The successful candidate will train other employees on the new issuance process, conduct meetings, participate on conference calls, and compile data and reports for managers.

Primary Responsibilities/Required Skills:

•\tMust be a good writer with sufficient grammar

•\tMust have very good communication skills

•\tMust be knowledgable in Microsoft Office Product Suite (Microsoft Word & Excel)

•\tMust be task oriented and a self-starter with good organizational skills

•\tCandidate should have customer service experience serving both internal and external customers

•\tCandidate must be able to work well with others in a team environment, assisting them as needed

•\tCandidate must be able to balance end of day reports, including handling of cash

•\tCandidate must be become very knowledgeable of Driver Licensing laws and policies

•\tCandidate must be able to learn and utilize the KY Driver's License Information System (KDLIS)/IDEMIA issuance program and be able to read and interpret a driver’s history record

•\tCandidate will process complex applications by screening all original documents presented

•\tCandidate must learn Commercial Driver Licensing laws and licensing processes

•\tCandidate must have a high level of accountability

•\tCandidate must be able to inspire and lead others through their enthusiasm

•\tMust possess interpersonal skills required to work with many different clients

•\tMust be professional, supportive, diplomatic, flexible, and responsible

•\tMust be able to travel frequently throughout the work week all around the state

Additional Requirements:

•\tShould be a graduate of a college or university with a Bachelor’s Degree; or a graduate of a college or university with an Associate’s Degree; or experience commensurate to a 4-year degree

Typical Duties for the Coordinator and the Division of Driver Licensing:

•\tAssist the Director’s office and Branch Managers with project related activities

•\tBe present and available for travel

•\tAssist and train the on-boarding of new project team members

•\tMake necessary logistical preparations for existing and upcoming locations

•\tReview documentation of applicants

•\tReview and analyze a Driving Record

•\tAdvise applicants on their questions and concerns related to driver licensing

•\tParticipate in meetings with DDL and other Cabinet officials
