DEFINITION The purpose of this job within the organization is to provide IT solutions for municipal functions and to plan, configure, implement, analyze, design, support, and maintain technology platforms. This job works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to the Applications Supervisor or IT Director. This position supports the functions and responsibilities of the Applications Supervisor and works under their supervision. ESSENTIAL FUNCTIONS (Not all-inclusive) Administers Enterprise Resource Planning software and other applications for municipal use. Identifies trends, manages system loads, forecasts growth, and ensures efficient resource allocation. Provides recommendations to optimize performance and system efficiency. Diagnoses and resolves complex client/server issues, performs maintenance, backups, and repairs, and optimizes database and OS performance to ensure minimal downtime and system reliability. Ensures system availability and addresses critical issues outside regular business hours. Identifies, evaluates, and deploys software solutions to align with organizational requirements and system compatibility. Creates comprehensive documentation and provides training and support for effective system use. Develops scripts in appropriate languages to automate tasks and optimize both batch and real‑time systems. Facilitates communication and resolves critical issues between users and software/hardware vendors. Gathers and analyzes statistical data. Produces reports and presentations to support decision‑making. Develops and manages IT project plans. Creates task lists, outlines objectives, timelines, resources, and oversees task completion and updates plans as needed. Responds to escalated help desk inquiries as well as mentor and guide IT staff. Designs and implements disaster recovery and data archiving. Develops redundant systems, policies, and procedures to protect and maintain data integrity. Conducts tests of recovery procedures. Validates effectiveness and ensures readiness for data recovery scenarios. Participates in the development and maintenance of cybersecurity policies and procedures to ensure compliance with relevant laws, regulations, and standards. Provides recommendations regarding the prioritization of infrastructure investments that impact data integrity and cybersecurity. Assists in the analysis of cybersecurity incidents and participates as a member of the incident response team. Operates and monitors the output of cybersecurity monitoring and analysis tools for potential security compromises and endpoint vulnerabilities. Additional Duties Performs related work, as assigned. Minimum Education and Experience Requirements Requires an Associate's Degree in Computer Science, Information Systems or closely related field; supplemented by one (1) year of municipal experience in Information Technology and municipal Enterprise Resource Planning software. Experience with Project Management dealing with large scale enterprises. An equivalent combination of education, and experience will be considered in lieu of an Associate's Degree. Requires 5 years of Windows Server support experience. Special Certifications and Licenses Requires MCSE or MCITP certification or equivalent experience.
