The Area Manager will work cross functionally with business area managers and service area leaders to ensure compliance and improve the quality of all aspects of DHS statewide background study system and enterprise services that traverses public health care and human services programs. This position manages day-to-day responsibilities of a new business infrastructure, provides professional supervision, directs fiscal and hiring operations for the business area of responsibility, and serves as a member of the management team.

This position manages day-to-day responsibilities of a new business infrastructure, provides professional supervision, directs fiscal and hiring operations for the business area of responsibility, and serves as a member of the management team.
Responsibilities Include, But Are Not Limited To
- Establish, implement, and lead the Compliance and Quality Management (CQM) business area.
- Organize, coordinate, and manage the CQM business areas workplans, establish goals, objectives, and performance measures; and develop and communicate policies and procedures to meet the business needs of the division.
- Direct the implementation of activities to monitor, audit, analyze, report performance and other issue of noncompliance.
- Provide leadership in enterprise-wide planning, establishes goals and objectives for the Compliance & Quality Management (CQM) business area.
- Consult and confer with business area managers on compliance and quality programs, functions, strategies, initiatives; and solutions that enables the BGS Division to meet and achieve its goals and priorities.
- Advise and apprise senior management and executive leadership of significant issues affecting DHS statewide background study system so that appropriate and timely action can be taken, if needed.

Demonstrated leadership experience*
- Leadership experience can include:
- Experience as a supervisor, lead worker, team lead, project lead.
- Completion of a State of Minnesota leadership program (e.g., Emerging Leaders Institute (ELI), L4, Senior Leadership Institute (SLI)).
- A paid/unpaid position leading a program or chairing a committee (e.g., ERG); experience must include:
- 1+ year of experience identifying issues, goals, and strategic actions
- 100+ hours per year time commitment
Five (5) Years Of Specialized Professional Work Experience In Planning, Developing, Implementing, Evaluating, Auditing, Managing, Or Administering Programs, Enterprise Business Model, Or a Large-scale Initiative. - Regulatory Compliance.
- Complaint Review and Investigations.
- Quality Management System.
- Quality Assurance.
- Quality Control.
- Performance Improvement.
- Continuous Quality Improvement.
- Experience supervising and directing the work of supervisory-level employees.
- Experience in quality management, and/or compliance and risk management.
- Any certification in compliance.
- Any certification in continuous improvement methodologies (e.g., Six Sigma, Lean, Kaizen, TQM, or CQI).
- Experience developing and operationalizing new business infrastructure.
- Bachelors degree or higher in human services, business administration/management, public administration related field or equivalent work experience.
- Effectively and cooperatively work with individuals from diverse background and cultures.
- This position requires successful completion of Criminal Justice Information Systems (CJIS) Security certification within 6-months of starting the position.
