Works as part of the award-winning Building Design and Construction Division (BDCD) within Capital Facilities. Performs quality control and contract compliance inspections during the construction of capital building projects.
Responsibilities:
- Works with an established team of assistant construction managers and construction inspectors.
- Works with project managers (design) and project engineers (construction) on various capital building projects in a supporting role, providing written daily reports and verbally communicated updates of the onsite progress, nonconforming observations, site conditions and site safety conditions.
- Reviews and understands all approved civil, site, construction, electrical, plumbing, and mechanical drawings, project specifications and construction sequences.

The Building Design and Construction Division is an award-winning organization responsible for implementing all major building, renovation and major capital renewal projects identified in the Fairfax County Capital Improvement Program, including fire stations, libraries, courts, police stations, office buildings, maintenance facilities, parking structures, human services facilities and other major infrastructure and public-private partnership projects.
- Quality control and compliance inspections during the construction of capital building projects.
- Documents and communicates the progress of work, nonconforming observation, site conditions and site safety conditions to the project team.
- Reviews work for compliance with Federal, State and County building codes. Stays current of State and County construction codes, specifications, and procedures to ensure that uniform enforcement of quality and contract compliance is performed by the contractor (code compliance certifications not required).
- Ensures that site and field inspections are conducted to verify compliance with Virginia Uniform Statewide Building Code, with the Public Facilities Manual (PFM), Erosion & Sediment Control Standards, as well as other Commonwealth laws and regulations relating to construction projects.
- Writes daily reports and documents site conditions with date stamped photos.
- Continually seeks to expand safety knowledge through training, mentoring, self-study, or other methods of continuous learning.
- Clearly communicates safety expectations to fellow employees and contractors working on assigned projects.
- Resolves safety-related matters in a timely manner and complies with Capital Facilities safety program and guidelines.
- Ability to safely drive a county vehicle and comply with DriveCam Policy.
- Maybe required to work evening shifts and on Holidays.
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related; plus one year of experience in construction, building maintenance projects, code enforcement or inspection work.
BRIDGE CLASS EMPLOYMENT STANDARDS:
Five years of increasingly complex supervision, inspection or contract oversight experience in construction, maintenance or a related technical area. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing five years of increasingly complex experience in the area of building inspections, trades/maintenance/construction supervision or construction and maintenance contract over sight or supervision.
The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce from the trades supervision, paraprofessional technical, inspection and related fields to professional level project management work.
CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driver's license check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Best qualified candidates will possess the following skills in a variety of combinations:
- Knowledge of most construction industry trades and possess the technical expertise required to read and interpret construction plans and specifications.
- At least three years of experience inspecting public improvement projects such as new and renovated fire stations, libraries, police stations, maintenance facilities, and multi-story garages.
- At least three years of experience in construction, building maintenance projects, code enforcement or inspection work.
- Technical understanding related to Geotechnical requirements and specifications for foundations and site paving for public improvement projects.
- Thorough understanding of codes and regulations that includes building codes and site development regulations.
- Must have outstanding oral and written communication skills such as the ability to write inspection reports, read construction plans and interpret specifications, letters, and ordinances.
- Experience with ADA guidelines and regulations and using testing equipment.
PHYSICAL REQUIREMENTS:
Ability to hear normal construction alarms and verbal warnings on active construction sites. Ability to lift 40 pounds. Ability to produce handwritten and typed documents. Able to safely climb construction ladders up to 15 feet or more per floor with the potential of multiple floors and able to go up and down stairs for multi-story buildings. Must be able to physically negotiate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities.
