About the Division of Youth Services
The mission of the Division of Youth Services (DYS) is to protect, restore and improve public safety through a continuum of services that effectively provides supervision of juvenile offenders; promotes accountability to victims and communities; and helps youth lead constructive lives through positive youth development. Purpose of Position
This position serves as an Appointing Authority delegated by the Youth Center Director, overseeing the implementation of DYS initiatives including trauma‑responsive environments, behavior management, and treatment models. The role provides direct supervision of supervisory and management positions, identifies leadership and management improvement opportunities, participates in the Youth Center Assistant Directors Group, and may serve as liaison to the Facilities Management Division.
Job Duties
Supervision: Supervise direct‑care supervisory staff and program area managers; set performance standards, conduct performance planning and appraisal; manage corrective or disciplinary actions; ensure implementation of Reflective Supervision Model; approve leaves of absence and performance evaluations; make promotions recommendations; enforce seclusion and physical response policies.
Program Implementation: Provide programmatic planning, coordination, monitoring, evaluation, and oversight; maintain quality control and continuous improvement; implement the Strategic Plan with emphasis on trauma‑responsive practices, safety, self‑care, incident debriefings, and community partnerships; ensure staffing levels and recruitment activities.
Finance: Develop annual budgets; approve and monitor expenditures; manage P‑card and checkbooks; oversee allocation of personnel funds, overtime, and holiday accruals; administer PREA and safety related funds.
Safe Environments: Inspect and improve facility safety; provide equipment for safety and security; oversee training in de‑escalation and physical response; enforce PREA compliance; coordinate trauma‑responsive programming with the Director.
Personnel: Apply state personnel board rules; lead recruiting efforts; manage performance and professional development; ensure compliance with FML, STD, LTD, and EAP policies; handle injury claims and HR collaboration.
Representation: Serve on agency boards, attend committees, provide educational tours, communicate policies, and maintain community contacts.
Data and Measurement Systems: Draft, implement, and monitor internal measurement systems for safety and program improvement; analyze data on assault, staffing, seclusion, injuries, and intervene accordingly.
Other Duties: Perform any other assigned responsibilities.
Minimum Qualifications
Experience Only: Nine (9) years of professional experience in corrections, law enforcement, probation/parole, or another area of public safety.
Education and Experience: Nine (9) years of professional experience in corrections, law enforcement, probation/parole, or another area of public safety, or an equivalent combination of education and experience demonstrating the ability to manage operations within a secure trauma‑responsive environment.
Special Qualifications: Secure juvenile custodial expertise, knowledge of detention or pretrial programming, understanding of Colorado Children’s Code, criminal procedures, SB94 mandates, contractor oversight, and liaison responsibilities.
Preferred Qualifications
5+ years of supervisory and administrative experience in juvenile justice or secure residential settings.
Experience with quality assurance oversight and accountability.
Experience managing large, complex systems or organizations, including multi‑site operations and cross‑functional teams.
Expert knowledge of Colorado juvenile laws, criminal procedures, and state personnel board rules.
Experience with contractor oversight and agency liaison responsibilities.
Direct supervision of leadership positions with coaching, mentoring, performance oversight, and strategic direction.
Conditions of Employment
Full background check (CBI name check and fingerprint check, court database, Medicare fraud database, reference checks, licensing verification, drug screen, PREA, Trails check, CAPS).
Minimum age 21, no felony convictions or history of domestic violence.
Current, valid, and unrestricted Colorado driver’s license.
Successful completion of the DYS Pre‑service Training Academy, Field Training Program (FTO), and mandatory annual training.
Travel may be required for training, meetings, and other assignments.
Diana Screen® sexual risk screening will be administered to all applicants for positions of trust with children and teens.
