The Associate Governmental Program Analyst (AGPA) serves as the Contract Analyst and independently performs the more responsible, varied, and complex technical analytical assignments in the Office of Professional Development & Engagement (OPDE), Language Access and Procurement Unit (LAPU). The AGPA is responsible for serving as a subject matter expert and independently conducts the more complex solicitation, analyses, development, fiscal oversight, and monitoring of IT and non-IT procurement and contract requests which include but are not limited to encumbrance requests, service orders, purchase orders, interagency, Request for Offers (RFO), Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotes (RFQ), grants, and emergency agreements. The AGPA researches, analyzes, and applies appropriate contract/procurement administration to ensure compliance with established policies and procedures. The AGPA updates and maintains the OPDE budget and expenditure tracking with contracts and procurement information and acts as a liaison between OPDE, the Administration Division, Office of Legal Service, Information Technology Services Division, and other internal and external stakeholders and contractors.

Remote/hybrid work is available for this position, in accordance with CDPHs Telework Policy and Procedures. Employees may be required to travel periodically to the East End Complex in Downtown Sacramento for work-related activities.


This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPHs Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employees designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

  • Knowledge of and experience with the California Public Contract Code, Government Codes, State Administrative Manual, State Contracting Manual, and FI$Cal.

  • Experience consulting with and advising leadership or other interested parties on a wide variety of contract and procurement issues.

  • Minimum of 1 year executing IT and non-IT service agreements using solicitation methods such as Request for Proposal (RFP), Request for Offer (RFO), Request for Quote (RFQ), SB/DVBE, Invitation for Bid (IFB), Request for Proposal (RFP), or Non-Competitively Bid (NCB).
  • Knowledge of and experience with the California Public Contract Code, Government Codes, State Administrative Manual, State Contracting Manual, and FI$Cal.
  • Experience training staff on Contract Management protocols and principles.
  • Experience working in public service or a Public Health Organization.
  • Experience consulting with and advising leadership or other interested parties on a wide variety of contract and procurement issues.
  • Ability to work in a team-oriented environment and manage projects that require input from multiple staff that are cross-divisional.
  • Ability to work independently and demonstrate initiative.
  • Ability to adapt and be flexible with changing priorities.
  • Excellent organizational skills, willingness, and ability to accept responsibility and meet deadlines.
  • Excellent communications (oral and written), presentation, and interpersonal skills
  • Proficient with virtual tools and software including Microsoft Word, Excel, Visio, Adobe, Power Point, Outlook, SharePoint, Teams, or Zoom.
