Minimum Qualifications
MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
  • Masters degree AND New York State permanent or professional certification in Literacy (Birth-Grade 6) or Literacy (All Grades) AND four years of full-time classroom teaching experience in that subject area and corresponding grade levels.

PROMOTION: Current New York State Education Department employees must have one year of permanent service as an Assistant in Instructional Services (Literacy).

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as an Associate in Instructional Services (Literacy).

Preference may be given to candidates who have:

Duties Description
The New York State Education Departments (NYSED) Office of Education Policy is seeking candidates for an Associate in Instructional Services (Literacy) position in the Office of Early Learning (OEL). This Office provides oversight and technical support to school districts in the development, implementation, and evaluation of programs and policies related to educating students in Prekindergarten to third grade that are aligned with the NYS Board of Regents Early Childhood Policy and State Learning Standards. Additionally, this office fosters a collaborative effort between relevant stakeholders to advocate and coordinate programs and resources, with the goal of making New Yorks early learning system as comprehensive and seamless as possible. The Office works closely with parents, early care and education agencies, schools, state agencies, and community advocates to coordinate programs and resources, with the goal of making New Yorks early learning system as comprehensive and seamless as possible. Duties of this position include, but are not limited to, the following:

  • Provide direction and support for statewide literacy and reading policies, guidance, and programs, related to best practices for prekindergarten to third grade (P-3), including the development of P-3 instructional best practices for literacy;
  • Support school districts to promote the science of reading, the state learning standards, and literacy best practices, particularly in high-need school districts, including the provision of technical assistance to early childhood providers and school districts on program development, implementation, and evaluation;
  • Conduct program monitoring, including site visits of specific State-funded prekindergarten programs (UPK) administered by OEL, and other P-3 schools, to provide targeted literacy support;
  • Review, research, analyze related data, and write reports to inform the development of literacy policies and guidelines related to early childhood education;
  • Communicate with early learning providers, school districts, parents, and other stakeholders by phone, email and letter;
  • Represent OEL on various inter- and intra-agency committees and advisory/work groups to collaborate on best practices and initiatives to educate children;
  • Participate in any grant oversight or management as it relates to literacy P-3;
  • Complete requests from office leadership to ensure the deliverables of the office are being met;
  • Develop and present workshops on literacy; and
  • Perform other duties as assigned.

Additional Comments
CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility.

Promotions and transfers may change appointees negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

This position will require up to 20% Statewide travel.

  • Leads to a maximum salary of $121,360 based on annual performance advances.
