This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.

The qualifications for Land Surveyor Trainee are:
1. Graduation from an Engineering Accreditation Commission, Engineering Technology Accreditation, or Commission Accreditation Board for Engineering and Technology accredited bachelors or higher degree program in surveying or surveying technology; or
2. Eligibility to sit for the Fundamentals of Surveying examination through the National Council for Examiners of Engineering and Surveying via letter issued by New York State Board for Engineering and Land Surveying (proof of eligibility required).

Assistant Land Surveyor:
Proof of passing the National Council of Examiners for Engineering and Surveying Fundamentals of Surveying Examination or successful completion of 52 weeks of service as a Land Surveyor Trainee and successful completion of the Fundamentals of Surveying examination.

Note: As a Land Surveyor Trainee, you will serve a 24-month traineeship that leads to Assistant Land Surveyor, Grade 20. To advance to Assistant Land Surveyor, you must have obtained proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Surveying Examination (FS) and successfully completed the requirements of the traineeship to the satisfaction of the appointing authority. At the discretion of the appointing authority, early advancement to Assistant Land Surveyor is possible if you have obtained your FS and have successfully completed twelve months of the traineeship. It is your responsibility to notify the appointing authoritys personnel office upon obtaining proof of passing the FS. You may receive an increase in salary upon obtaining your FS. Information about this increase will be provided by the appointing authority.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.

The minimum requirements for taking the Promotional examination are:

You must be a qualified employee of New York State with permanent competitive or non-competitive service (including 55-b/55-c) as:

A. Either a Land Surveyor Technician 1 (Assistant Land Surveyor 2), Land Surveyor Technician 2 (Assistant Land Surveyor 3);

OR

B. Assistant Engineer (Civil/Transportation), Construction Specialist 1 (Transportation), Mapping Technician 3, Mapping Technologist 1, Principal Drafting Technician (Architectural), Principal Drafting Technician (General), Principal Drafting Technician (Structural), Principal Engineering Technician, Principal Engineering Technician (Soils), or Real Estate Specialist 1.

In order to qualify for appointment, candidates must have one year of service in a qualifying title listed above.

Duties Description
Under the direction and supervision of a Professional Land Surveyor, the incumbent will perform a variety of duties that may include but are not limited to:

  • Assist with the development of work assignments within the ROW mapping or survey units.
  • Developing technical expertise of all staff.
  • Assist in preparing and reviewing ROW acquisition maps and other special maps prepared by department staff or consultants.
  • Assist in providing QA /QC of all work unit deliverables.
  • Reviewing title data, abstract request maps, control reports and other survey computations for accuracy and quality.
  • Making complex highway boundary and property line determinations and assisting staff with legal research and review of applicable Highway Law and record information.
  • Resolving ambiguities and minimizing discrepancies in the aforementioned.
  • Assist in providing direction and review of work prepared by consultants and non-Department staff for quality and adherence to NYSDOT standards.
  • Assist in the development and completing land surveys for NYSDOT projects.
  • Assist in the development of digital terrain models and basemapping deliverables.
  • Assist in providing information and preparing responses to inquiries from other Regional functional units such as Design, Office of Right of Way, Construction, Operations, Traffic, Planning & Program Management as well as outside agencies and the public.

Responsibilities may include serving a role within the Incident Command System to support the departments response to regional and statewide emergency situations.

Additional Comments
  • For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
