BROWNFIELDS PROJECT MANAGER

The State of New Hampshire, Department of Environmental Services, Waste Management Division, Hazardous Waste Remediation Bureau has a full time vacancy for a Brownfields Project Manager.

Summary:
Supervises the regulatory management of complex hydrogeological investigations and provides expertise in the design and implementation of remedial actions for sites with contaminated groundwater.

MINIMUM QUALIFICATIONS:

Education: Bachelors degree from a recognized college or university with major study in environmental science, chemistry, geology, hydrology, hydrogeology, environmental conservation or engineering. Each additional year of formal education may be substituted for one year of required work experience.
Experience: Six years experience as an Environmental Engineer or Environmentalist in the area of environmental science, chemistry, geology, hydrology, hydrogeology, environmental conservation or engineering, two of which shall have involved supervisory duties as well as preparation of various environmental documents, legal briefs or related research.
License/Certification: Eligibility for a NH drivers license required for performing professional field work.
SPECIAL REQUIREMENTS : Position requires on-site presence and work at uncontrolled oil and hazardous waste sites in accordance with the requirements mandated by federal and state regulations and the terms of state/EPA cooperative agreements. Therefore, as a condition of initial employment, the job candidate must complete a baseline medical examination. Additionally, the incumbent must satisfy the Occupational Safety and Health Agencys health and safety requirements for employees who work at hazardous waste sites including periodic medical monitoring and adherence with personnel protection procedures .

Responsibilities:

Reviews, evaluates, and analyzes complex technical reports submitted by consultants that evaluate the behavior and fate of groundwater and soil contamination that may pose a public health or environmental risk. The reviews are the basis for Department decisions relative to the remediation and monitoring requirements for contaminated sites.
Interprets environmental information at other contaminated sites with varied conditions to characterize the extent of contamination and approves remedial action plans to address contamination in compliance with Department rules, policies, and procedures.
Coordinates environmental reviews of contaminated sites with other Department environmental programs and the Departments Environmental Health Program to achieve compliance with all relevant environmental and human health standards, policies, and procedures.
Develops long-term remedial action and groundwater monitoring requirements for contaminated sites and issues groundwater management permits to ensure the long-term effectiveness of the remedial actions.
Supervises the technical aspects of consultants field investigations and analysis to ensure that sufficient hydrogeological information is obtained with adequate quality assurance for regulatory decision making at contaminated sites.
Communicates Department rules, policies, and environmental goals and procedures to responsible parties and their consultants and attorneys to obtain understanding and compliance.
Assesses Department rules and policies that apply to contaminated sites, and assists with the development of new Department rules, policies, and procedures to effectively address contamination at contaminated sites.
Prepares technical presentations on the extent of contamination and appropriate remedial actions to diverse groups including Department senior management, public, consultants, attorneys, and responsible parties.
Provides input and support for implementing programs, projects and procedures to accomplish the annual and strategic goals of the HWRB, the Waste Management Division, and the Department.
Continually seeks to improve practices and add quality and value while identifying and eliminating unnecessary or redundant actions in the Hazardous Waste Remediation Bureau.
