The State of New Hampshire, Department of Health and Human Services, Division of Finance and Procurement has a full time vacancy for Business Administrator III.

SUMMARY:

Responsible for the fiscal administration and management of the Division of Behavioral Health, Bureau of Drug and Alcohol Services, by overseeing and participating in all financial aspects in developing, planning and implementing strategies to maximize efficient use of funds.

RESPONSIBILITIES:

Develops, implements, and monitors agency financial policies and procedures, including planning and monitoring the Bureaus budget.

Works closely with the Departments Contracts and Procurement Unit, managing the contract process from inception to Governor and Council approval. Monitors contractor financial performance; ensures all expenditures are in compliance with the contract and charged to the applicable federal grants, and that all revenue is received from the appropriate grants to reimburse for such expenditures.

Serves as Financial Manager on personnel change forms. Coordinates and tracks position reclassification, reallocation and transfer packages.

Develops, implements, and monitors the preparation of monthly financial reports, including Bureau Budget and Grant management. Ensure all grant MOEs are met. Makes adjustments and recommends changes to accounting policies to ensure all expenditures and revenue are recorded accurately and in compliance with grant awards. Makes recommendations to management to inform policy decisions.

Participates in the preparation of year-end fiscal reports and the closing of books in Lawson.

Responsible for compliance of rules and regulations in response to governmental and independent audit findings. Reviews report findings quarterly with management and LBA as appropriate.

Supervises grant fiscal management positions for major grants that fall under the Bureaus activity, including ensuring that subordinate employees receive a timely performance appraisal at least once per year; recommends or approves annual increment for subordinate employees who achieve satisfactory work performance.

Develops and implements internal controls to monitor revenue & expenditures. Evaluates all revenue sources to maximize State return.

MINIMUM QUALIFICATIONS:

Education: Master's degree from a recognized college or university with a major in accounting, public administration, or business administration.

Experience: Six years' professional experience in accounting or business administration involving fiscal management, including three years of supervisory or administrative experience. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

License/Certification: None required.
