Business Analyst – Technical Apply

Must possess strong understanding of business analysis principles, methodologies, and best practices. Requires experience working with data analysis tools (i.e. Excel, SQL, or similar software), business intelligence tools (i.e., Tableau, Power BI, or similar platforms), and process modeling and workflow tools. Must have proven ability to gather, analyze, and interpret complex data sets, elicit and document business requirements, and propose effective solutions through interviews, workshops, and stakeholder engagement; requires strong analytical, problem-solving, and documentation skills with experience in process improvements, system implementations, and business transformations. Must possess excellent verbal and written communication skills to effectively engage stakeholders, facilitate discussions, and present findings; strong interpersonal skills required to build relationships, manage expectations, and collaborate with cross‑functional teams. Requires solid understanding of business operations, processes, and industry trends, with familiarity in process modeling, workflow tools, and relevant regulations; demonstrated ability to adapt to changing environments, learn new business domains, and stay updated on emerging technologies and best practices. Role may require up to 25% travel or TDY. Responsibilities: Identify process improvement opportunities through cross‑functional team collaboration. Analyze business processes to determine automation potential. Review applications and configurations for command process improvements and policy deconflictions. Determine requirements and outline solutions with business stakeholders and IT teams. Facilitate requirement deconfliction between staff sections and echelons. Build requirements documentation IAW PMBOK standards. Create process maps to support initiatives and facilitate requirements documentation. Maintain inventory of all current systems and capabilities within command footprint. Identify gaps in systems and knowledge transfer issues regarding system capabilities. Ensure compliance with IT systems and security policies & standards. Conduct research to identify user needs and preferences. Develop design strategies that meet identified user requirements. Create wireframes and mockups illustrating design strategy and visual product representation. Gather and incorporate user feedback into design process. Collaborate with stakeholders to align design with organizational goals and objectives. Prepare and maintain technical documentation and training materials for end users. Validate stakeholder‑provided documentation (flowcharts, layouts, diagrams, wireframes). Validate development documentation for technical SMEs per Customer policies. Validate end‑user training materials and troubleshooting resources. Assist Knowledge Management Office (KMO) in annual review and update of command performance measurements and targets. Develop and update process maps associated with performance measurements. Provide monthly performance measurement updates with trend analysis and comparative data. Identify priority performance measurements with KMO, leadership, and staff. Review current performance measurements against strategic objectives and goals. Generate reports based on Customer requirements. Prepare performance‑related briefings as required. Act as subject matter expert at performance briefings. Support customer feedback modeling using DoD Interactive Customer Evaluation (ICE). Provide data‑driven recommendations to stakeholders for knowledge transfer facilitation. Attend meetings and conferences (in‑person, phone, MS Teams) as primary Customer‑Government interface. Validate reporting methodology documentation to identify mission‑need gaps #J-18808-Ljbffr
