Job Title : Business Analyst / Agile Product Owner (Medicaid Claims, Texas HHS, Agile SDLC)

Location: Austin, Tx (Onsite - Local candidates only)

We are currently seeking candidates who meet the following qualification

Mandatory Qualifications
  • Proven experience as a Business Analyst and Agile Product Owner.
  • Strong background utilizing the Agile software development methodology.
  • Expertise in performing complex business analysis and preparing technical documentation.
  • Demonstrated ability to report project status to management, including tracking risks, issues, and key decisions.
  • Skilled in identifying and mitigating project risks and issues.
  • Excellent written and oral communication skills, including documentation of requirements, deliverables, test scenarios, and project updates.
  • Ability to gather, validate, and document business requirements and translate them into technical solutions that meet business needs.
  • Experience reviewing and approving complex technical user and system requirements prepared by vendors.
  • Proficiency in Microsoft Office Suite (Teams, Word, Excel, PowerPoint).
  • Hands-on experience developing test plans, test strategies, exit criteria, and test scenarios.
  • Skilled in executing detailed test cases within complex software environments.
  • Experience working with testing management software.
  • Proficiency with Microsoft Project or similar project management tools.
  • Experience in approving and prioritizing user stories based on stakeholder feedback and subject matter expertise.
  • Knowledge and experience working with Medicaid systems and claims processing.
Preferred Qualifications
  • Familiarity with Texas Medicaid programs.
  • Experience with the Project Enrollment and Management Systems (PEMS) project.
Responsibilities
  • Collaborate with cross-functional teams to analyze business requirements and develop functional specifications.
  • Serve as Product Owner in Agile teams, ensuring that deliverables align with business goals and priorities.
  • Facilitate backlog grooming, sprint planning, and review sessions.
  • Develop and maintain test strategies, plans, and cases to ensure software quality and compliance.
  • Communicate project progress, risks, and issues to stakeholders and management.
  • Coordinate user acceptance testing (UAT) and assist in resolving system and process issues.
  • Participate in requirement validation, design reviews, and change control processes.
  • Collaborate with vendors and internal teams to review and approve technical deliverables.
  • Support continuous improvement of business processes, documentation, and project execution.
