Position : Business Analyst
Location : Austin, TX Onsite Must reside in Austin or nearby Austin

Duration : Long term contract

Job Summary

The client is seeking an experienced Business Analyst 3 to support the Electronic Vital Events Registrar system and front-line business operations within Vital Statistics Services (VSS). The selected candidate will analyze business processes, gather and document requirements, develop project plans, recommend process improvements, and collaborate with stakeholders to ensure continuity of mission-critical vital records operations.

Key Responsibilities

  • Analyze business systems, workflows, and user requirements.
  • Gather, document, and validate business and functional requirements.
  • Perform business process analysis and process improvement initiatives.
  • Develop project work plans, estimates, and monitor project progress.
  • Evaluate technology solutions and provide recommendations.
  • Prepare reports, documentation, and presentations for management.
  • Coordinate with technical teams and business stakeholders.
  • Support Electronic Vital Events Registrar system enhancements and operational continuity.
  • Assist with issue resolution and business process optimization.
  • Manage small to medium-sized projects as needed.

Required Skills & Experience

  • 8+ years of Business Analysis experience.
  • Strong knowledge of Vital Statistics laws, policies, procedures, and regulations.
  • Experience with:
    • Business analysis methodologies
    • Project planning and organization
    • Business process analysis and process improvement
    • Requirements gathering and documentation
    • IT application analysis and evaluation
  • Advanced proficiency with:
    • Microsoft Word
    • Excel
    • PowerPoint
    • Project
    • Visio
  • Excellent analytical, organizational, and problem-solving skills.
  • Strong verbal and written communication abilities.
  • Experience creating project work plans, work estimates, and progress tracking.
  • Ability to analyze data, prepare reports, and present findings.
  • Ability to manage priorities and work independently.

Preferred Qualifications

  • Previous experience supporting Texas HHSC or other Texas state agencies.
  • Experience working with the TxEVER system or Vital Statistics programs.
  • Government or public sector business analysis experience.
