Job Summary

STAFFXPERT LLC is seeking a Business Analyst on behalf of our client in Austin, TX. We are looking for an experienced Business Analyst with strong knowledge of Texas Vital Statistics laws, policies, and regulations to support critical public health and vital records initiatives. The ideal candidate will work closely with business stakeholders and technical teams to analyze business processes, gather requirements, recommend process improvements, and support ongoing enhancements for the Texas Electronic Vital Events Registrar (TxEVER) system. This role is ideal for a detail-oriented professional who excels at solving complex business challenges and driving operational excellence.

Key Responsibilities
  • Analyze, evaluate, and document business systems, processes, and user requirements.

  • Gather, validate, and manage business and functional requirements throughout the project lifecycle.

  • Perform business process analysis, process mapping, and process improvement initiatives.

  • Develop solution recommendations, risk assessments, and cost-benefit analyses.

  • Create comprehensive business, functional, and technical documentation.

  • Collaborate with cross-functional stakeholders to support application enhancements and system improvements.

  • Identify opportunities to improve operational efficiency and business effectiveness.

  • Support ongoing TxEVER initiatives and mission-critical business operations.

  • Assist with project planning, coordination, status tracking, and stakeholder communication.

  • Ensure business solutions align with regulatory requirements and organizational objectives.

Required Qualifications
  • 8+ years of experience as a Business Analyst.

  • Strong knowledge of Texas Vital Statistics laws, policies, procedures, and regulations.

  • Proven experience with business analysis methodologies, process analysis, and requirements management.

  • Strong understanding of business process mapping and process reengineering.

  • Experience analyzing complex business systems, IT applications, and operational processes.

  • Excellent analytical, problem-solving, and organizational skills.

  • Strong written and verbal communication skills with the ability to create clear documentation.

  • Proficiency with Microsoft Office Suite, including:

    • Microsoft Word

    • Microsoft Excel

    • Microsoft PowerPoint

    • Microsoft Project

    • Microsoft Visio

Preferred Skills
  • Experience supporting government or public sector initiatives.

  • Familiarity with enterprise application modernization projects.

  • Ability to work effectively with both technical and business stakeholders in a collaborative environment.
