Duration: 09/01/2026 02/28/2027 (Estimated 1,040 hours), with potential for extension
Work Location: Strictly ONSITE at 1100 W. 49th Street, Austin, Texas 78756.
- Requirement: Candidates must be local to the Austin area and currently reside in Texas. Out-of-state candidates planning to relocate will not be accepted.
- Note: While the position is listed as onsite, the worker may be required to work remotely at HHSC's discretion, up to 100 percent of the time.
Work Hours: Monday Friday, 8:00 AM 5:00 PM (CT). Some weekend, evening, or holiday hours may be required based on project needs.

The Texas Health and Human Services Commission (HHSC), in partnership with the Department of Information Resources (DIR), requires the services of a Business Analyst 3. The contractor will support front-line business operations across multiple areas within the Vital Statistics Section (VSS), which collects, registers, and amends vital records for legal and administrative purposes, and uses vital records data for mission-critical public health purposes.
The primary objective is to respond to the increased demand for Vital Records through the Texas Electronic Vital Events Registrar (TxEVER) System and ensure the continuity of exceptional items and business operations.
Role Responsibilities:
- Review, analyze, and evaluate business systems and user needs.
- Formulate systems to parallel overall business strategies.
- Perform business process reengineering and identify new applications of technology to solve business problems and improve effectiveness.
- Map and reengineer industry-standard business processes.
- Prepare solution options, risk identification, and financial analyses (cost/benefit, ROI, buy/build, etc.).
- Write detailed descriptions of user needs, program functions, and the steps required to develop or modify computer programs.
Required Experience:
- 8 Years: Knowledge of and ability to interpret Texas Vital Statistics laws, policies, procedures, and regulations.
- 8 Years: Knowledge of MS Office Suite (Word, Excel, PowerPoint, Project, and Visio).
- 8 Years: Skill in project planning and organization.
- 8 Years: Skill in business analysis methodologies.
- 8 Years: Skill in analyzing and evaluating complex information technology applications, policies, and issues.
- 8 Years: Skill in developing creative and workable solutions to complex problems and issues.
- 8 Years: Skill in communicating effectively both verbally and in writing with individuals and groups.
- 8 Years: Skill in using initiative and independent judgment, managing time effectively to establish priorities, organize tasks, and assign and direct the work of others.
- 8 Years: Skill in establishing and maintaining effective working relationships, including the ability to work under pressure, negotiate with multiple parties, and resolve conflicts.
- 8 Years: Skill in reading, interpreting, and understanding material to prepare concise reports or appropriate responses for review/signature of section managers and/or directors.
- 8 Years: Skill in gathering, organizing, and analyzing facts, recommending solutions, and resolving work-related problems.
- 8 Years: Skill in maintaining statistical and accounting records and producing data summaries.
- 8 Years: Ability to manage small to medium-sized projects when needed.
- 8 Years: Ability to create project work plans.
- 8 Years: Ability to produce accurate work estimates and monitor progress.
- Must successfully pass a criminal background check prior to onboarding.
- Any and all travel, per diem, parking, and/or living expenses shall be at the worker's expense.
