Position Summary:

The Business Analyst will play a critical role in the analysis, design, and implementation of enterprise systems across public-sector operations. The ideal candidate will bring subject matter expertise in Records Management Systems (RMS), Case Management Systems (CMS), and business process mapping, supporting modernization initiatives within law enforcement and public administration domains. Experience with Oracle eBusiness Suite is preferred, particularly as it relates to workflow integration and enterprise resource planning (ERP).

Key Responsibilities:

Conduct detailed business needs assessments and translate requirements into functional and technical documentation.

  • Map current-state and future-state process flows, identifying inefficiencies and recommending improvements aligned with industry best practices.
  • Work closely with stakeholders across public safety (e.g., Police, Fire Marshal, Sheriff's Office) and administrative agencies to capture requirements for system modernization.
  • Provide expertise in RMS and CMS, including integration with other operational systems (e.g., CAD, evidence management, reporting tools).
  • Collaborate with vendors and internal technical teams to ensure proposed solutions align with stakeholder needs and regulatory standards.
  • Support the creation of user stories, use cases, test plans, and validation criteria throughout the project lifecycle.
  • Participate in User Acceptance Testing (UAT) and assist in change management and training deliverables.
  • Serve as a liaison between technical developers and business units, ensuring clarity and alignment across deliverables.
  • Utilize tools such as Oracle eBusiness modules to support documentation and workflow traceability.

Minimum Qualifications:

  • Bachelor's degree in Business Administration, Information Systems, Criminal Justice, or a related field.
  • Minimum 5 7 years of experience in business systems analysis, preferably within the public sector or public safety environments.
  • Proven experience with Records Management Systems and Case Management Systems.
  • Strong expertise in process flow mapping, documentation, and stakeholder engagement.
  • Familiarity with Oracle eBusiness Suite and its application to public sector workflows is strongly preferred.
  • Excellent communication, analytical, and facilitation skills.

Preferred Qualifications:

  • Experience supporting projects related to law enforcement systems modernization, NIBRS/UCR compliance, or enterprise resource planning (ERP) integration.
  • Exposure to CJIS-compliant systems, security protocols, and data governance best practices.
