ABOUT THE DISTRICT Ironhouse Sanitary District, founded in 1945, employs 32 field and office staff to serve over 47,000 customers in Oakley and Bethel Island. Our Water Recycling Facility, north of Main Street in downtown Oakley, treats about 2.6 million gallons of water daily using advanced technologies. From administration to fieldwork and water treatment, our team takes pride in protecting public health. We are committed to industry leadership and maintaining a clean, healthy environment. ESSENTIAL FUNCTION Provide responsible professional, administrative, and technical support in the development, implementation, and evaluation of District programs. Provides highly responsible analytical staff assistance, including conducting specific and comprehensive analyses of a wide range of programs, activities, functions, and policies involving organization, procedures, finance, operations and support services. Assists in office management functions such as data analysis and performance monitoring. Assist with technical engineering studies. Provides technical assistance to the general public at the Permit Counter including the development review and permit issuance. Develops and monitors the department budget; administer contracts; oversee and manage project grants; and performs related duties as assigned. SUPERVISION RECEIVED AND EXERCISED Receives direction from assigned management or supervisory personnel. May receive technical and functional supervision from management and professional staff. May exercise technical and functional supervision over assigned administrative support and clerical staff. No direct supervision of staff is exercised. CLASS CHARACTERISTICS This is a full journey-level classification, distinguished by the performance of the high-level full range of duties as assigned with minimal assistance or direction. Incumbents are thoroughly familiar with the operating procedures of the department(s) to which they are assigned and possess technical expertise related to assigned programmatic responsibilities. The position may be assigned significant responsibility for carrying out duties of a complex, highly sensitive, and confidential nature. EXAMPLES OF GENERAL RESPONSIBILITIES Provides responsible professional and technical assistance in developing, administering, and implementing District programs. Assists in formulating program policy, goals, and procedures and collects and compiles relevant data supporting recommendations. Assists in developing new program elements and modifications as necessary to meet stated goals and objectives and monitors and coordinates the daily operation of the assigned program area. Performs analytical work and maintains appropriate records and statistics. Provides highly responsible analytical staff assistance, including conducting specific and comprehensive analyses of a wide range of municipal policies involving organization, procedures, finance, and services. Conducts surveys and performs research and statistical analyses as requested. Prepares reports, compiles materials, assists in preparing, prepares manuals and publications, and assists in office management functions, as necessary. Maintains a variety of maps and related records. Reviews plans, calculates and collects permit fees at the public counter, and responds to a wide variety of technical and standard questions and inquiries from the general public, contractors, builders, engineers, and other District Staff. Issues a variety of permits subsequent to a detailed review of proposed plans; tracks permit applications and plans; calculates and applies amounts, collects fees and maintains records. Issue permits for sewer construction; use of District ordinances and fee schedules to calculate plan check, inspection, connection, and other related fees for developers' projects; provide information to contractors, developers, engineers and others regarding the status of projects. Provide general and specific information to developers, contractors, design consultants, the public, and staff on District specifications, ordinances, and policies. Assists in the preparation of and makes recommendations of a departmental budget relative to assigned program areas of responsibility, including coordinating and compiling budget recommendations prepared by other departmental staff into a comprehensive budget document, researching past expenditures and projects for next year's potential rate increases, monitoring the budget daily, and reviewing purchase requisition to ensure funds are available and that request is authorized. Prepares grant proposals, monitors active grants to ensure that all stipulations and regulations regarding the use of funds are met, maintains appropriate records and documentation to satisfy any audit requirements, and prepares and administers departmental contracts. Participates in and assists with coordinating department and District-wide committees including acting as a chair of committees as assigned, responding to complaints and requests for information from the public and District staff, representing the assigned department to outside agencies and organizations, and participating in outside community and professional groups and committees which may require after hours and/or weekend attendance. Provides technical assistance to the assigned department as necessary and attends meetings of the Board of Directors, commissions, committees, and other groups as assigned. Build and maintain positive working relationships with co-workers, other District employees and the public using principles of good customer service. Performs related duties as assigned. A typical way to obtain the required qualifications would be: Education: Equivalent to completing a Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, environmental engineering, environmental science, economics, or a related field. Experience: Two years of responsible experience in administrative, utility operations, engineering, or financial planning. REQUIRED LICENSES A valid California State Class C Driver's License must be maintained at all times. Continued maintenance of valid driver's license in compliance with established District vehicle operations standards, and the ability to be insured for the operation of a vehicle/District vehicle in accordance with the terms and conditions of the District's insurance program are conditions of continued employment. PHYSICAL/SENSORY DEMANDS AND WORKING CONDITIONS Work in an office environment with controlled lighting, ventilation and moderate noise level. Frequent sitting for prolonged periods while using a computer; intermittently twisting and reaching to operate other equipment.
