Position Overview
The Business Analyst Specialist is considered an expert-level role with comprehensive knowledge and specialized expertise in business analysis and systems evaluation. This position reviews, analyzes, and evaluates business systems and user needs, formulates solutions aligned with overall business strategies, and leads business process reengineering efforts.
Under the direction of program leadership, the Lead Business Analyst provides day-to-day direction to assigned staff and works closely with both technical and non-technical teams to plan, assess, and document requirements. This role is responsible for creating and executing a project plan that includes business and gap analysis efforts supporting a Management Information System (MIS), resulting in comprehensive system requirements documentation.
The position operates with limited supervision and considerable latitude for independent judgment and initiative.
Key Responsibilities
Develop, manage, and implement the MIS requirements documentation project plan.
Coordinate all project activities, including:
Reviewing the current MIS system
Translating existing functionality into actionable system requirements
Gathering and documenting business and system requirements
Performing gap analysis against federal, state, and program requirements
Utilize project management methodologies to support business requirement documentation efforts and ensure effective stakeholder communication.
Track and report on project milestones.
Identify, manage, and escalate project risks and issues.
Provide leadership, guidance, and direction to team members and subject matter experts.
Analyze complex technical and business processes and prioritize needs.
Obtain stakeholder sign-off on requirements and priorities.
Collaborate daily with team members to monitor progress, identify issues proactively, and provide status updates.
Translate regulatory and policy requirements into system-level documentation.
Perform other duties as assigned.
Minimum Required Qualifications (10 Years – Required)
10 years of business analysis experience, including requirements elicitation and documentation.
Knowledge of Project Management Framework methodologies.
Knowledge of large-scale IT operations and industry trends.
Skill in defining functional and non-functional requirements, specifications, and related deliverables.
Strong interpersonal skills with the ability to negotiate, resolve conflicts, and maintain effective working relationships at all organizational levels.
Ability to create clear, complete, and actionable requirements documentation.
Ability to ensure accuracy in documenting system functionality and regulatory requirements.
Preferred Qualifications
8 years: Advanced interpersonal and negotiation skills across multiple stakeholder groups.
5 years: Experience working with government regulations or compliance frameworks.
5 years: Project management experience.
5 years: Experience leading a team or workgroup.
5 years: Skill in policy interpretation and translating regulations into system requirements.
5 years: Experience with requirements elicitation techniques, including reviewing current MIS functionality and translating into documented requirements.
4 years: Bachelor’s degree in Business, Communications, Computer Science, Computer Information Systems, Management Information Systems, or related field.
2 years: Experience gathering MIS requirements in a large organization.
2 years: Experience creating solicitation or contract requirements.
1 year: PMI-PBA or IIBA CBAP certification (preferred).
