The Business Services Directorate (BSD) provides high-quality business services to support the Lab's research initiatives, focusing on risk mitigation and cost management. Led by the Chief Financial Officer, BSD includes the Budget Office, Fiscal Services Division, Procurement & Property Management Division, Chief Financial Office, and the Business Operations Offices. The Directorate manages a broad range of financial activities, including planning and implementation of the Lab's fiscal matters and its approximately $900 million annual budget. BSD has an opening for a Business Manager within the Business Operations Office, supporting the Energy and Photon Sciences (EPS) Directorate. The candidate will provide ongoing recommendations for improvements, identify business risk issues, and propose alternative solutions to management. This individual will report to the Associate Laboratory Director for Business Services and Chief Financial Officer. Responsibilities Provide advice and strategic counsel to the ALD EPS and the ALD BSD regarding the financial status of the organizations within the EPS Directorate. Develop and/or participate in the development of policies and procedures within the Directorate and at the Laboratory level. Prepare data to support financial planning and reporting activities at the Laboratory level, including setting funding and cost targets, long-range plans, estimation of overhead revenue, Senior Leadership Council updates, and institutional planning. Provide consolidated financial reporting and analysis for the EPS Directorate. Prepare ad hoc financial analyses to support business decisions and activities, such as strategy retreats within the Directorate and the Laboratory. Manage or participate in special projects as requested by the ALD EPS and ALD BSD. Prepare data to support project management processes, tools, and techniques for EPS projects using Earned Value Management Systems. Participate as a panelist in DOE project and operations reviews within the DOE Laboratory complex, as requested. Prepare financial documentation for DOE-led reviews of programs, projects, and operating facilities within EPS. Prepare financial data in response to inquiries by DOE Program Offices, OMB, and Congress. Coordinate the Laboratory's annual budget submission process within the EPS Directorate, including development of financial plans and submission of Field Work Proposals. Prepare financial plans for annual/quadrennial budget briefings scheduled by various Departments within the Office of Science, NIH, and NIST. Manage current year funding allocations for the EPS Directorate. Prepare, maintain, and implement current year cost plans for the EPS Directorate. Prepare financial data for SPP and/or OFW Project Proposals and assist in proposal preparation, as appropriate. Prepare financial data for LDRD/Program Development proposals; coordinate submission and resolve prioritization issues as required. Develop Organizational Burden Rates at the Directorate, Department, and Division levels, as appropriate. Develop facility use rates for EPS operating facilities. Provide financial oversight of BNL's Space Management System within the EPS Directorate. Oversee Property Management functions within the EPS Directorate. Maintain Special Process Spares Inventory; conduct annual physical inventory and reconcile with the BNL financial system. Administer the Credit Card Program within the EPS Directorate. Administer Procurement functions within the EPS Directorate, including processing of web requisitions, change orders, contract administration, and invoice approval. Support the implementation of BNL policies and ensure compliance with BNL's Prime Contract, DOE Orders, government regulations, GAAP, and CAS. Provide financial and business process support for internal and external audits, as required. Supervise, mentor, and professionally develop a Business Office team of 14–16 members. Demonstrate a commitment to ethical conduct, transparency, and responsible stewardship in all procurement activities. Required Qualifications Bachelor's degree in business or related field. A minimum of eight (8) years of experience demonstrating thorough knowledge of GAAP, variance analysis and project reporting, including budget planning, procurement, A/P, A/R, payroll, travel, etc. Minimum of four (4) years of demonstrated management/leadership experience, including formal supervisory experience of exempt and nonexempt staff. Demonstrated leadership and experience managing a staff of financial professionals. Excellent verbal, written, and interpersonal communication skills. Ability to present financial data concisely to non-financial stakeholders. Proven ability to work in a team/workgroup environment and lead a team/workgroup. Ability to work effectively under pressure, meet deadlines, and balance multiple priorities. Excellent organizational skills and proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Preferred Qualifications Master's degree in Accounting, Finance, or closely related field with relevant coursework. Experience in a Department of Energy (DOE) Laboratory preferred. Project Management, PMP Certification. Working knowledge of CAS and financial systems. Experience with PeopleSoft Financials, Workday HR, Queries, Power BI, and SharePoint is highly desirable. Other Information This position is on-site in Upton, NY. Visa sponsorship is not available for this position. Brookhaven Laboratory offers a competitive compensation range. The full salary range for this position is $147,200 - $244,350 per year, with offers commensurate with qualifications, education, and experience.
