System Analyst (Medicaid Systems)

Location: Richmond, VA
Work Model: Hybrid (1 day/week on-site preferred)

Job Overview

We are seeking an experienced System Analyst to support enhancements and maintenance for a Medicaid Care Management Solution. This role requires strong Medicaid business knowledge, technical expertise, and the ability to work closely with business stakeholders, technical teams, and external partners.

Key Responsibilities

• Analyze business requirements and design technical solutions
• Support system enhancements and issue resolution
• Develop and support data interfaces and integrations
• Design logical and physical data models
• Support ETL processes and data movement across systems
• Collaborate with cross-functional teams in an Agile environment
• Assign and track technical work using Agile tools

Required Qualifications

• 10+ years of systems analysis experience
• 10+ years of hands-on experience with Medicaid system components, business rules, and processes
• 10+ years of requirements gathering experience
• 5+ years of software development experience
• 5+ years of database design experience
• 5+ years of ETL experience
• 5+ years designing technical solutions based on business needs
• Strong experience with interfaces and data extracts
• Excellent written and verbal communication skills

Technical Skills

• SQL / PL-SQL
• Oracle DB
• MongoDB
• ETL tools (e.g., Talend)
• Agile methodologies and work tracking tools
• CI/CD pipeline concepts (preferred)
• Azure DevOps (preferred)
