POSITION SUMMARY:
As part of South Sound 911, and under the direction of the Technical Services Assistant Director, this exempt level, professional, technical, analytical and customer-oriented position provides technical expertise to internal and external customers. They possess professional written and oral communication skills and describe services, projects, programs and resources effectively. They provide advice and assistance in CAD connectivity and maintenance while also managing the configuration of this mission critical public safety system comprised of many core system services. Work includes planning and developing information technology services for South Sound 911 and the agencies it supports. Work is applied to complex situations, is primarily intellectual in nature, and results in creative and varied solutions. CAD System Administrators must use independent judgment, initiative and appropriately solicit the expertise of colleagues.Utilize operating system software features that control user and group account privileges. These tasks are performed using a variety of tools provided by a software vendor and their suite of software applications. In addition, the use of Active Directory and NTFS-based Windows file system security settings.

Retrieve and analyze data from the CAD system and CAD data warehouse in order to answer or help answer operational questions and/or investigations. Write complex and advanced T-SQL queries (data mining) and package this information up for requestors.

Install software, recommend and configure workstations and ensure proper configurations. This is accomplished by both directly performing these tasks, or assigning and supervising the task completion by other members of the agency.

Create and provide documentation on configuration details to be followed by both internal and external IT staff.

Test and troubleshoot CAD system upgrades. Investigate reported errors in the application and evaluate feature/enhancement requests from users. Determine the impact of enhancement requests on the system as a whole and then determine the need for new software or performing code changes to resolve errors or enhance the vendor product.

Troubleshoot and analyze complaints and errors of system performance, submit & track trouble tickets and reach successful solutions. Significant time is spent assessing and replicating customer complaints and debugging software in order to provide detailed reporting of issues, which supports resolution of issues either internally or through external vendors.

Members of this small team coordinate on-call coverage to provide 24/7 customer support, 365 days a year. Receive calls during off-hours for higher priority application errors that negatively impact users' ability to perform their essential job functions.

Provide direction to customers and staff in developing South Sound 911 information technology standards and practices. Serve as a subject matter expert in many areas of the public safety technology; provide input with South Sound 911's larger technical services division in solving complex problems. Assist customers, co-workers and other senior level team members on operational and policy decisions through SOP documentation and hands-on training.

Lead teams in work assignments. Most work (project management, application error reports/tickets, project implementation) during the average day is completed independently. If not directly performing the work, this position provides guidance on how to and who should complete the work assignments.

Coordinate staff, resources, and customers. Independently manage workload using time management skills and coordination of work and people. Manage work from a quarterly, monthly, weekly, daily, and oftentimes hourly timeline. Manage multiple simultaneous projects. Handle requests that can come from the many fire/police agencies, internal executive team, various dispatch centers, internal & external IT staff and internal users. Prioritize and respond to ad hoc requests while balancing existing workload. Coordination of the resources available and rearranging responsibilities is critical.

Design automated systems and proactively develop and maintain integrated technology solutions on multiple computing platforms. Software development is an essential function of the job to effectively solve complex problems in a time efficient manner. Build custom software and interfaces using the following technologies (.NET based programming languages, JSON, XML, VBScript, Classic ASP, T-SQL, ASP.NET, JavaScript, batch files & PowerShell scripting). Perform regular maintenance of servers, logging, data retrieval, global configuration changes, remote support, global file transfers across remote sites. Build and maintain software to achieve goals and save time and money for the agency.

Work appropriately with confidential material and information. Most systems contain highly sensitive information that requires a high level of care and concern.

Work with business partners to accomplish external agency goals and projects through the use of the ticketing system, direct phone calls, and organized meetings. Requires speaking to and communicating with internal and external stakeholders frequently. Responsible for receiving new initiatives, gathering the requirements, breaking out work detail, working on the implementation, coordinating the deployment/release of new features, training the users, and maintaining the new functionality.

Implement and gather requirements for strategic plan initiatives for all stakeholders. Collaboration with other teams in order to meet strategic goals and timelines, typically involving the movement of software, hardware, and/or people.

Develop an extensive knowledge of customers businesses. Understand the day-to-day needs of customers to ensure the right solutions are provided to their needs.

Support customer agency IT staff by building expertise and technical knowledge among customers. Provide direction and training to customers and other professional staff. These duties are accomplished by in-person and virtual meetings with internal and external teams to share and collaborate on methods that we can all use to quickly resolve commonly recurring customer issues.

Work with customers to ensure data integrity and core components that deliver value are accurate and well-defined. This includes fire agency response plans/run-cards, paging groups, unit creation, unit definitions, personnel records, etc.

Work with Network Engineers and IT support technicians to plan and implement Operating System upgrades/patches (servers, workstations). Schedule periodic meetings and plan for system downtime, and notifications to agency partners.

Plan and facilitate core system upgrades with major version upgrades to the core Computer Aided Dispatch applications. Plan, implement and test to successfully perform a major upgrade.

Provide integrations with 3rd party applications and systems. Coordinate and deliver data back and/or forth between internal and external systems. Create custom coding or collaborate with other teams to complete some portions of these projects.

Add new agencies or dispatch centers to the CAD system. Facilitate internal and external meetings to fully define and document the wants, needs, and business processes of the new customer. Implementation involves both direct configuration & coding efforts as well as coordination with internal teams, the customer themselves, and external vendors of products specific to the new customer.

A bachelors degree in computer science or related field of study, with an information technology focus. Three years of increasingly responsible information technology experience, preferably with Computer Aided Dispatch or closely related systems, with public sector experience preferred.Possess technical skill to work with current technological tools and perform advanced problem solving independently.
Facilitate teamwork and a customer service orientation when managing projects while developing effective working relationships with peers, senior staff and customers.
