About this Opportunity

Job Overview

The Montana State Auditor, Commissioner of Securities and Insurance (CSI) is responsible for the regulation of insurance companies under Title 33, Montana Code Annotated. The Captive Financial Examiner/Analyst Supervisor position is a supervisory level position, accountable for professional, administrative, and supervisory work. The incumbent is expected to demonstrate extensive knowledge of the captive insurance industry, its regulation, and all relevant Montana laws. In addition to overseeing all facets of captive company formation and regulation, the incumbent will be responsible for the annual and quarterly analysis of Montana-domiciled risk retention groups to the standards imposed by the National Association of Insurance Commissioners (NAIC).

The incumbent is expected to handle all public, service provider, and governmental or regulatory inquiries knowledgably and professionally; to train and mentor employees; plan and assign work; and assess employee performance. The incumbent may be asked to represent the Montana captive insurance program on a national stage. The incumbent must be willing to attend out-of-state NAIC meetings and other industry events or training. Representing the bureau chief at such events may be required, periodically.

What can you offer us?

The successful candidate will be responsible for the following essential functions in addition to supervising team members who are actively performing these and similar tasks:

  • Performing the financial analysis of Montana-domiciled captive insurance companies to detect and act upon conditions that may lead to financial loss by the companies policyholders.

Conducting reviews and analyses of captive insurance company applications, business plans, and proforma financial statements to assess reasonableness and solvency.

Providing input to management regarding the development of insurance legislation and regulations.

Representing and promoting the Montana captive insurance program to the public in a knowledgeable and professional manner and attending out-of-state captive industry conferences to enhance industry knowledge and make professional contacts.

Conducting the financial examination and analysis of risk retention groups, which includes the assessment of financial strength, internal control environments, enterprise risk management structures, quality of corporate governance, claims practices, pricing and underwriting practices, and the preparation of reports and defense of findings.

Mentoring and providing constructive feedback to employees and performing other management functions such as hiring, performance management, discipline, work distribution, and employee development.

Participating in the customization of examination documentation software and premium tax reporting and internal accounting programs.

Performing special projects as assigned by the Examinations Bureau Chief.

Minimum Educational and Experience Requirements:

  • Bachelors Degree in a relevant field of study.
  • Seven (7) years of job-related experience.
  • Achievement of the Accredited Financial Examiner certification from the Society of Financial Examiners (SOFE), the Associate in Captive Insurance certification from the International Center for Captive Insurance Education, or a Certified Public Accountants license (CPA).
  • Achievement of or demonstrated intent to achieve the Certified Financial Examiner (CFE) certification from SOFE is preferred.
