About the Work Unit

The Colorado Department of Public Safety (CDPS) Human Resources office provides human resources services to the general public, applicants, managers, and employees of CDPS. Consultation services include benefit administration, time and leave management, compensation consultation, employee relations, exam development, HR policy development, job analysis, job evaluation and classification, organizational development, new employee orientation and onboarding, performance management, interpretation of CDPS HR policy, state personnel rules, state and federal employment laws, progressive discipline, records management, recruitment, responding to grievances, appeals, reorganization matters, retention, selection and selection appeals, settlement advice, strategic planning and overall HR guidance to CDPS managers, supervisors, and employees.
About the Job

This position initiates, tracks and finalizes all onboarding and background screening tasks for department new hires.

Work environment

Hybrid position, requiring a minimum of two days in the office. More time onsite may be required depending on business needs and the nature of the position.
Monday- Friday, typical business hours: 8:30 am-4:30 pm.

Key Responsibilities:
  • Coordinates and manages background and onboarding processes.
  • Works with pre-employment screening vendors on any operational changes, maintains record of contracts, updates guidance documents.
  • Administers referrals for drug and alcohol screening and physical exams.
  • Provides guidance to appointing authorities on best practices in reference checking.
  • Selects appropriate clearance process and sets up appointments, issues referrals and processes applicants through steps.
  • Follows up with candidates and hiring managers on different stages of background and onboarding steps and sends timely reminders.
  • Creates touch points at specific stages of onboarding.
  • Stores hiring documents adequately and timely.
  • Completes I-9 verification.
  • Creates I-9 verification cased in the E-Verify system.
  • Participates in recruiting events.
  • Processes, verifies, and maintains personnel related actions and documentation. Upload, retrieve and archive personnel files.
  • Educates job applicants and employees on personnel policies, and procedures.
  • Gather personnel records from other departments or employees. Compiles and prepare reports and documents pertaining to personnel activities.
  • Examine employee files to answer inquiries and provide information for personnel actions. Searches employee files to obtain information.
  • Issues documentation or identification to customers or employees. Prepares badges, and identification cards, and perform other security-related duties.
  • Ensure personnel action forms are submitted correctly, completely, and within established timeframes to enable payroll to process correctly each month.
  • Applies uniform position control practices department wide.
  • Position participates in professional development, training and process improvement opportunities, department orientation and events. Performs other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS


Three (3) years of technical or clerical experience supporting individual or a team.

OR

Three years of higher education from an accredited college or university.

REQUIRED CORE COMPETENCIES

Prior State of Colorado experience supporting HR and/or compliance teams.
Completion of HR related coursework preferred.

Requires successful completion of a background investigation that includes a polygraph exam, reference checks and fingerprint based criminal history search.
Must be Colorado resident at the time of application.
