Position Summary:
The Chief Executive Officer is responsible for the overall operations and direction of the ECDHD and GNCHC and is the primary liaison to the Boards of Directors. Acting under the Boards' direction, the Chief Executive Officer represents the organization to the public and must ensure that the duties and goals of the organization are fulfilled. It is the responsibility of the Chief Executive Officer to provide leadership to the employees of the organization, direct operations of the organization, and to assure compliance with Federal and State regulations and funding requirements. This position directly supervises the top-level leadership team and provides oversite to all employees of the Organization.
Essential Job Functions:
1. Acting as Board Liaison
- Implement the specific directives, strategic plan strategies, and overall goals as set out by the Boards of Directors
- Participate in Board meetings as ex-officio/non-voting member of the Boards and actively participate on Board Committees.
- Prepare agendas, Board packets including meeting minutes, reports and other data to inform the Boards about organizational activities and status.
- In conjunction with the Boards of Directors, shares responsibility for Board committees' orientation and training.
- Assures reporting of financial status, QI information, organizational and departmental updates and progress on strategic planning.
- Provides regular Chief Executive Officer reports, highlighting current status, activities and areas of focus at least quarterly. Provides other information as requested by the Board membership.
- Develops required and recommended policy for the organization in collaboration with team members for Board presentation and approval.
2. Leads Organization Operations
- Ensures compliance with State and Federal regulations for both the Health Department and Federally Qualified Health Center.
- Ensures that the Organizations' business is conducted in a professional manner with current medical standards, Fair Labor Standards Act, Equal Employment Opportunity Requirements, Internal Revenue Codes and Nebraska State Statutes.
- Monitors and addresses Compliance issues with the organizations Senior Leadership team, and reports areas of non-compliance as required to the Boards.
- Ensures that appropriate quality initiatives are in place and progress is made toward quality improvement goals.
- Develops and implements an organizational staffing structure to optimize program efficiencies, professionalism and Board approved program objectives.
- Directs activities to recruit and retain appropriate staff and to assure optimal operations, and compliance with funding sources.
- Recommends adoption or revision to personnel policies, salary ranges and salary adjustments, and acts as an advocate for staff to the Boards of Directors.
- Directs processes for the selection, training, advancement and termination of employees in conjunction with Senior Leadership and Managers to meet organization objectives.
- Directly manages the top-level Senior Leadership team, assuring chain of command to provide appropriate oversite for day-to-day operations and staff.
- Provides communication to staff regarding organizational status either directly or by directing Senior Leadership communications.
3. Participates on state and local oversite bodies, committees and teams for both ECDHD and GNCHC to monitor that the best interests of the organization are being put forward on state and federal levels.
4. Approves and oversees all organization agreements and contracts within parameters set by organization policy.
5. Works in collaborative manner with top level Senior Leadership to assure appropriate budgeting and fiduciary responsibility is maintained.
6. Ensures fiscal management processes and organizational resource management by policy and in a manner consistent with the Federal Office of Budget Management guidance and State of Nebraska funding requirements.
7. Seeks alternative and additional financial resources for the organization.
8. Assures the submission of Federal and State funding reporting in a timely manner.
9. In collaboration with the Senior Leadership team works to develop strong community relationships by promoting the organizations programs and services.
10. Perform all other duties as assigned.
Experience:
- A minimum of five years of executive level management in the Public Health or Health care settings required. Experience in grant funding, writing, program development, and implementation. Experience working in the not for profit sector. Experience working with volunteer Boards of Directors highly desired.
Required Skills and Approvals:
- Must be approved by both the State of Nebraska Medical Director and Health Resources and Services Administration.
- Understanding of the principles of Public Health and underserved populations.
- Health care management, strategic planning, team building, program development, program and budget implementation and evaluation.
- Clear understanding of volunteer Boards of Directors and the collaborative relationship between the Boards and CEO.
- Knowledge and experience in personnel management.
Preferred Skills:
- Skills in health care management, community-based health care programs and public health.
- Grant writing
- Experience in policy writing, development and implementation.
Education Requirements:
- Bachelor degree in Health Services Administration, Public Health or Public Administration or related field required. Master degree strongly preferred.
