JOB SUMMARY:

The Chief Behavioral Health Officer works closely with the Chief Executive Officer and the Leadership team, ensuring clinical organization outcomes are achieved in a manner consistent with BestCare’s mission, standards, and treatment philosophy. The position directly supervises program directors, ensuring that program deliverables and clinical standards conform to agency needs and align with best practices, mission and vision of the agency.


ESSENTIAL FUNCTIONS:

Organization Management:

  • Leads and supervises program directors utilizing effective techniques that motivate, inspire, and support staff to achieving quality outcomes:
  • Develops and advances the use of data and goal setting to monitor patient outcomes, program integrity, and financial health while assuring alignment with BestCare’s philosophy;
  • Develops and monitors budgets across clinical departments, ensuring program directors maintain accountability to agreed-upon financial targets;
  • Partners with administrative directors (defined as: directors of IT, Finance, Human Resources, and Quality) to ensure awareness of need and to support connectivity across departments and programs.

Clinical Alignment:

  • Adds definition to and promotes BestCare’s clinical care model:
  • Assures the delivery of services and supervision are supported by evidence and remain aligned with BestCare’s established care model;
  • Develops inter-departmental agreement -- through policy, program measurement, and training - - across approved practices, job descriptions, and reported outcomes;
  • Stays informed about best practices and applies continuous improvement principles to meet and exceed contractual and/or regulatory obligations;
  • Oversees clinical departments through their implementation of targeted treatment interventions that minimize risk, maximize treatment benefit and incorporate community partners;
  • Facilitates the streamlining of internal processes to maximize efficiency, improve consistency in implementation of protocols, and ensure staff are operating at the top of their scope of practice.

Supervision:

  • Provides clinical and administrative supervision for program directors, ensuring quality of services while championing and monitoring agency-adopted, evidence-based practices:
  • Develops and maintains an agency culture that supports best clinical practice within a fiscally responsible framework;
  • Assures overall program safety and compliance, ensuring readiness for audits and approving corrective actions as indicated;
  • Coaches program directors on supervision, hiring, and personnel; provides decision- and risk- management support to leaders handling performance issues recommendations in collaboration with Human Resources;
  • Supports program directors in their professional development, attending specifically to the advancement of their leadership, change management, and business skills;
  • Participates in review of employee classifications, credentialing, and salary ranges in collaboration with Human Resources and the Executive Leadership Team.

Team Leadership:

  • Provides leadership to the Clinical Operations Team, supporting cross-departmental initiatives that focus on integration and continuity of practice:
  • Ensures program directors and their teams work productively together, with clear goals and objectives, while realizing connectivity to the agency mission;
  • Implements and/or oversees short- and long-term initiatives, develops operational efficiencies, and participates in strategic planning;
  • Promotes and sponsors work groups that are representative of staff roles and perspectives across the organization.
  • Community Partnerships:
  • Promotes agency priority of robust and well-defined community partnerships that benefit patient recovery and align with clinical model:
  • Monitors and participates in community development activities in order to identify current and future opportunities;
  • Ensures compliance with partner agreement and contracts, with emphasis on routine and transparent communication and/or progress reporting.
  • Other Responsibilities:
  • Provides coverage for the Program Directors on a short-term basis, as needed;
  • Other related duties as needed or assigned.

ORGANIZATIONAL RESPONSIBILITIES:

  • Performs work in alignment with BestCare’s mission, vision, values;
  • Supports the organization’s commitment to equity, diversity, and inclusion by fostering a culture of open-mindedness, cultural awareness, compassion, and respect for all individuals;

  • Attends required program/staff meetings and completes assigned training timely and satisfactorily;
  • Ensures that any required certifications and/or licenses are kept current and renewed timely;
  • Works independently as well as participates as a positive, collaborative team member;
  • Performs other organizational duties as needed.


REQUIRED COMPETENCIES: Must have demonstrated competency or ability to attain competency for each of the following within a reasonable period:

  • Ability to maintain professional communications and boundaries while managing complex situations and interacting with individuals diagnosed with substance use or co-occurring conditions;
  • Ability to utilize other oral and written communications skills to effectively communicate with clients, co-workers, community resources, supervisors, and various other individuals encountered in the course of performing work while maintaining patient confidentiality and establishing professional rapport;
  • Demonstrated knowledge and experience with preparing and maintaining budgets, leadership, compliance, quality assurance, and staff development and supervision;
  • Strong critical thinking and problem-solving skills;
  • Strong analytical and reporting skills;
  • Strong interpersonal and customer service skills with the ability to build and maintain positive relationships;
  • High proficiency in MS Office 365 (Word, Excel, Outlook), EHR (electronic health records); databases, virtual meeting platforms, internet, and ability to learn new or updated software;
  • Ability to build and lead high-performing teams;
  • Ability to work effectively and respectfully in a diverse, multi-cultural environment;
  • Strong organizational skills and attention to detail, accuracy, and follow-through;
  • Excellent time management skills with a proven ability to meet deadlines;
  • Ability to maintain strict confidence as required by HIPAA, 42 CFR, and Oregon Statutes;
  • Ability to function well and use good judgment in a high-paced and at times stressful environment;
  • Ability to effectively manage conflict resolution and anger/fear/hostility/violence of others appropriately and effectively.
Requirements:

QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE:

Graduate Degree from a nationally accredited school in a Behavioral Health discipline

Minimum ten (10) years of related work experience in the social services or behavioral health fields with at least six (6) years’ post-graduate clinical experience in a related health care setting is required;

Minimum of five (5) years of progressive professional organizational leadership experience

Proof of coursework or other exposure to up-to-date principles of business, organizational management, and strategic planning

For individuals in recovery from substance-use disorder, must have maintained continuous recovery for the previous eight (8) years at the time of hire

LICENSES AND CERTIFICATIONS:

Current Licensure as a LCSW (Licensed Clinical Social Worker), LPC (Licensed Professional Counselor), or Licensed Psychologist in the State of Oregon within 6 months of hire is required

Must maintain a valid Oregon Driver License or ability to obtain one upon hire, and be insurable under the organization’s auto liability coverage policy (minimum 21 years of age and with no Type A violations in the past 3 years, or three (3) or more Type B violations)

PREFERRED:

CADC-III certification with MHACBO
