Chief Information Officer (CIO) – Transformation LeadOur client is facing significant challenges in the areas of digital transformation, information management, data governance, public services, cybersecurity, and regulatory compliance (including GDPR, BIO, ENSIA, and NIS2). To address these challenges in a sustainable and structured way, the organisation is seeking a decisive and forward-thinking CIO who can define direction, introduce structure, align stakeholders, and deliver tangible results.This role also acts as the founding lead for a future CIO office and serves as the strategic advisor to executive leadership and senior management.Are you driven to improve public services for citizens and businesses? Your work will create a solid foundation for long-term progress.Key ResponsibilitiesYou will establish the framework for how the municipality approaches digitalisation, data, and AI in the coming years:Define and implement an integrated strategy for information management, data, and AIStrengthen governance structures and portfolio management, ensuring clear ownership and transparent decision-makingBring coherence and direction to ongoing initiatives and programmesPromote public value, transparency, and explainability in digital solutionsAdvise executive leadership on priorities, investments, risks, and societal impactBridge the gap between policy, digital strategy, and operational executionAt the same time, you will build a sustainable organisational setup:Position strategic information management within business domainsCollaborate closely with data teams to embed data-driven practicesEnsure architecture principles guide decision-makingFurther develop portfolio management, including prioritisation and business case developmentAbout the OrganisationA growing city with over 165,000 residents, combining historic character with modern development. It is a city focused on sustainability, inclusivity, and innovation.Approximately 1,500 employees work together to maintain and enhance the city as a great place to live and work. Collaboration is key—both internally and with citizens, businesses, and partners. The organisational culture is open, results-oriented, and supportive, offering plenty of room for personal initiative and professional growth.Stakeholders and CollaborationYou will operate at the highest administrative level within the organisation and report to the Director of Operations.You will work closely with key roles within the CIO domain, including enterprise architecture, information governance, portfolio management, and cybersecurity.
