Job Description Summary:

Under general direction, to manage and coordinate design and construction activities related to the preservation, rehabilitation, and replacement of existing and new city transportation infrastructure. Performance of related duties as required.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manages and coordinates construction projects associated with the citys transportation infrastructure. These projects that involve the rehabilitation or replacement of existing infrastructure. This includes the following:
    • Develops or supervises the development of bidding documents including plans and specifications.
    • Coordinates and directs any associated surveying and permitting.
    • Provides analysis and estimates for construction costs.
    • Oversees the bidding and selection of construction contractors.
    • Manages multiple contractors and construction activities and monitors construction schedules.
    • Coordinates with other city departments or divisions and private utility companies that may be impacted by planned city improvements.
    • Performs field construction inspections and daily documentation (reports, quantities, photos, etc.) for invoice reconciliation and payment.
    • Develops daily reports on construction progress, field construction inspections and construction site safety
    • Performs project closeout and coordinates the development of as-built drawings.
    • Interprets plans and specifications and enforces contract requirements. Develops solutions to design and construction problems.
    • Negotiates contract changes orders.
  • Manages project specific budgets and contracts up to $500,000 in value.
  • Reviews engineering designs and development plans to ensure compliance with City standards and specifications.
  • Provides project information to the public and represents the city at associated public and administrative meetings. Initiates and maintains contact with all affected and interested parties.
  • Assists Civil Engineering or Construction Project Managers with capital improvement and maintenance projects as needed.
  • Leads and supports in the maintenance and update of transportation records, asset management data and geographic information system layers, condition data and asset system performance.
  • Coordinates and assigns consultant inspection and testing staff as required by the Project Manager.
  • Act as a lead backup for other engineering associates and project managers on their projects while they are out of the office.
  • Assists in responding to claims against the City resulting for capital improvement and maintenance projects.
  • Other:
    • Performs related duties as required to meet the needs of the city.
    • Takes proper safety precautions to prevent accidents. Responsible for the safety of self, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
    • Knows and complies with all city and department policies; participates in professional trainings and development; and adheres to attendance and workplace attire policies.

MINIMUM QUALIFICATIONS

  • Capacity to develop working knowledge of City design criteria, specifications, operating codes and procedures.
  • Ability to read, comprehend and interpret engineering plans, maps, and reports.
  • Experience with asset management database programs in combination with ESRI ArcMap.
  • Ability to produce written technical reports on construction progress and inspections; also communicate and respond via written form to various stakeholders and members of the community.
  • Experience with Geographic Information Systems (GIS) and Asset Management Software Systems.
  • Ability to use PC programs (Excel, Word, etc.) to complete designs and cost estimates, and produce construction drawings.
  • Ability to use programs such as AutoCAD Civil 3D to prepare and complete designs, produce quantities, cost estimates and construction drawings.
  • Familiarity and working experience with the Manual of Uniform Traffic Control Devices (MUTCD).
  • Effective communication and organizational skills, including the ability to explain complex or controversial information to the public.
  • Ability to effectively multi-task and manage multiple projects and priorities at the same time.
  • Excellent math and analytical skills, including the ability to develop cost estimates, track and manage budgets and payments in a timely manner.
  • Capacity to perform outdoor field work in a variety of weather conditions and wear and/or operate appropriate safety equipment. Valid driver's license. Have and maintain acceptable background information, including criminal conviction history and motor vehicle record.

PREFERRED QUALIFICATIONS

  • Surveying experience and training.
  • Experience in transportation construction operations, management/engineering, and plan design.
  • CDOT Certifications from CDOTs Construction Inspection Certification Program in applicable specialty areas for street construction.
  • Experience with inspection of typical street projects and documentation.
  • Experience with concrete and asphalt street construction and various maintenance treatments used for pavement preservation.
  • Experience with reviewing and inspecting traffic control plans prepared by contractors.
  • Practical experience with Americans with Disabilities Act (ADA) related to city transportation improvements.
  • Ability to coordinate several projects at once, to work under pressure, and to meet deadlines with minimal supervision.
  • Familiarity and working experience with Colorado Department of Transportation (CDOT) standard specifications.
  • Experience with communicating with members of the public who may have questions or issues related to projects you have worked on.

REQUIRED EDUCATION AND EXPERIENCE

  • High school diploma or equivalent.
  • Minimum eight years training and experience in management, inspection and design of Municipal or Civil Engineering projects, or any equivalent combination of engineering related education and/or experience such as an associate or bachelors degree in engineering or construction management.

Supervision Received: Construction Project Manager, Civil Engineering Manager or Civil Engineering Principal Project Manager

WORKING CONDITIONS

Physical and Mental Effort: Sufficient clarity of speech, hearing or other communication capabilities to communicate effectively on the telephone and in person. Adequate vision or other powers of observation to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity to operate computer, office, field inspection and surveying equipment. Enough personal mobility, physical reflexes and strength to lift a maximum of 25 pounds, work in a combination of an office setting and an outdoor construction environment and operate field equipment.

Work Environment: Work will be a combination of sitting in an office working on a computer and being outside in all types of weather conditions. Routine visits to construction work sites and city industrial facilities are required where there can be exposure to open trenches, confined spaces, moving equipment, traffic, mechanical and electrical equipment pressurized liquids and gasses, chemicals and open water. Ability to work under stress from demanding deadlines, public contact, and changing priorities with minimal supervision in a setting subject to continuous interruptions and background noises.

Machines and equipment used include, but are not limited to the following: Personal computer, telephone, calculator, copy/fax machine, computer aided drafting equipment, plotter, GPS equipment, surveying equipment and City vehicles.
