Position Summaries:

Development Team Underwriting Tools Lead

The work unit exists to provide safe, decent and affordable housing to low and moderate income residents of Colorado by working with public and private housing developers, housing organizations and local governments to develop, rehabilitate, and provide down payment and rental assistance to new and/or existing housing.


The position exists to carry out the housing development mission described above by analyzing, negotiating, monitoring and developing applications for financial assistance from private housing developers, local housing authorities, and/or local development organizations. For the term of affordability, the Division is financially obligated to HUD for the amount of federal funds invested in affordable housing. This position gives the Division a basis for determining the feasibility of its affordable housing investments. The geographic responsibilities of this position will be determined upon candidate selection.
In addition, this position manages the application underwriting tools for the department in order to optimize and enhance DOH underwriting processes through the effective use of technology.

Job Duties
Specific duties include, but are not limited to:

Development Team Underwriting Tools Lead

  • Responsible for optimizing and enhancing DOH underwriting processes through the effective use of technology. DOH uses 35 different templates in the underwriting process, and this position is responsible for the upkeep of the tools and coordination with other DOH staff as well as external partners to implement improvements and create new features.
  • Provides expertise in the implementation and management of underwriting tools, including the Neighborly application software and a variety of budget spreadsheets.
  • Identifies, prioritizes, and implements application software improvements to optimize underwriting efficiency, accuracy, and risk management, based on user feedback and stakeholder input.
  • Identifies, prioritizes, and implements improvements to budget spreadsheet templates to optimize underwriting efficiency, accuracy, and risk management, based on user feedback and stakeholder input.
  • Responds to staff and applicants daily for guidance and assistance on solving problems that arise in the course of developing housing projects and programs consistent with state and federal regulations.
Technical Assistance and Underwriting
  • As a staff authority, position serves as primary communication point of contact for development proposals and inquiries of the Division.
  • Advises private housing developers, local housing organizations, and local governments in using federal and state housing resources to finance the acquisition, rehabilitation, and new construction of affordable housing proposals.
  • Analyzes applications for financial assistance by reviewing for completeness, accuracy, market demand, financial commitments, management capacity, regulatory compliance, financial feasibility, and development cost.
  • Analyzes financial spreadsheets and other materials submitted with the Division application.
  • Determines project compliance with federal regulations and/or state laws.
  • Prepares written funding and funding source recommendations for presentation to staff and the State Housing Board. These recommendations include the eligible use of funding and the analysis of cost estimates, project revenue, operating cost, ability to repay debt, success or need to seek other investors or lenders to the project.
  • Negotiates any revisions to the proposal with the applicant.
Research and Agency Coordination
  • Researches the incentives or impediments of local laws and regulations on the development of affordable housing.
  • Identifies methods and techniques used by other public agencies, private developers, or real estate professionals to increase the availability of affordable housing.
  • Applies research into different local, state or federal laws when deciding if specific waiver requests, funding source requests, or project feasibility statements can be granted or are reasonable.
Writing Staff Pro/Cons
  • Writes Project Summaries which are used to draft contracts for funding awards.
  • Works with the Asset Management team to establish the performance benchmarks that are included in contracts for each new applicant.
  • Assesses grantees performance based on previously DOH funded housing projects or other housing projects developed in Colorado or elsewhere in the United States.
  • Utilizes the financial underwriting principles adopted by the Division and related financial industry standards to evaluate and recommend financing options for affordable housing developers. The position must maintain current information and standards and apply those standards to the type of housing being developed and any unique factors impacting the cost of the project or the market risk.
  • Recommends funding options to housing applicants that comply with the appropriate public or private lending source. Sources include state funds (regulated by State Statute) and federal funds (regulated by HOME, CDBG regulations & the IRS, plus Fiscal OMB Circulars). Funding options vary by a projects size, location, beneficiaries, revenue projections, and any special needs of prospective residents such as disabilities, age, or seasonal employment.
  • Recommends funding levels and sources for housing development applications by analyzing financial information submitted by each applicant for funding. These recommendations include the eligible use of funding and the analysis of cost estimates, project revenue, operating cost, ability to repay debt, success or need to seek other investors or lenders to the project.
  • Negotiates as an official representative with local government officials, housing developers and other investors regarding the amount of funding to be requested and approved by the Department for housing projects.
  • Responds to appeals by grant recipients or applicants of staff decisions regarding compliance violations or award levels or denial of project application requests.
  • Understanding the development cost of affordable housing is essential to recommending the most appropriate amount of public subsidy. Cost ranges are used by the Division to establish the quality of housing to be developed and to identify cost savings that can minimize the amount of public subsidy. The position must communicate and negotiate with applicants when projects do not meet the DOH cost ranges.
Training
  • Supports the overall development training program for the Division of Housing by developing curriculum, and by providing training and technical assistance to private developers, local housing organization staff, and local government officials. Topics include development of affordable housing, use of federal financial resources, market assessments, development cost, and housing operating expenses. This duty includes teaching Division sponsored workshops, writing instructional manuals, and marketing workshops.
  • Creates up-to-date presentations on Division mission and federal program regulations to local government officials, advocacy groups, national organizations, and other interested parties.
  • Responds to staff and applicants daily for guidance and assistance on solving problems that arise in the course of developing housing projects and programs consistent with state and federal regulations.
Development Team Training Lead
  • Position oversees and monitors Division of Housings training opportunities and is responsible for all materials, updates, logistics, and advertising for them.

  • Ensures training content is in compliance with laws and regulations relevant to the subject.

  • Specifically, position will revamp the Developers Toolkit and Hammering Out the Deal, bringing these popular trainings in line with modern costs and social considerations.

  • Coordinates dates, locations, logistics, trainers, and materials for all scheduled trainings.

  • Supports the overall Development Team training program by providing training and technical assistance to private developers, local housing organization staff, and local government officials.

  • Teaches Division sponsored workshops, writing instructional manuals, and marketing workshops. Responds to staff and applicants daily for guidance and assistance on solving problems that arise in the course of developing housing projects and programs consistent with state and federal regulations.


Technical Assistance & Preliminary Underwriting

Advise private housing developers, local housing organizations, and local governments in using federal and state housing resources to finance acquisition, rehabilitation and new construction of affordable housing proposals.   • Negotiates as an official representative with local government officials, housing developers and other investors regarding the amount of funding to be requested and approved by the Department for housing projects.
  • Responds to appeals by grant recipients or applicants of staff decisions regarding compliance violations or award levels or denial of project application requests.
  • Understanding the development cost of affordable housing is essential to recommending the most appropriate amount of public subsidy. Cost ranges are used by the Division to establish the quality of housing to be developed and to identify cost savings that can minimize the amount of public subsidy. The position must communicate and negotiate with applicants when projects do not meet the DOH cost ranges.
Training
  • Supports the overall development training program for the Division of Housing by developing curriculum, and by providing training and technical assistance to private developers, local housing organization staff, and local government officials. Topics include development of affordable housing, use of federal financial resources, market assessments, development cost, and housing operating expenses. This duty includes teaching Division sponsored workshops, writing instructional manuals, and marketing workshops.
  • Creates up-to-date presentations on Division mission and federal program regulations to local government officials, advocacy groups, national organizations, and other interested parties.
  • Responds to staff and applicants daily for guidance and assistance on solving problems that arise in the course of developing housing projects and programs consistent with state and federal regulations.
Development Team Training Lead
  • Position oversees and monitors Division of Housings training opportunities and is responsible for all materials, updates, logistics, and advertising for them.

  • Ensures training content is in compliance with laws and regulations relevant to the subject.

  • Specifically, position will revamp the Developers Toolkit and Hammering Out the Deal, bringing these popular trainings in line with modern costs and social considerations.

  • Coordinates dates, locations, logistics, trainers, and materials for all scheduled trainings.

  • Supports the overall Development Team training program by providing training and technical assistance to private developers, local housing organization staff, and local government officials.

  • Teaches Division sponsored workshops, writing instructional manuals, and marketing workshops. Responds to staff and applicants daily for guidance and assistance on solving problems that arise in the course of developing housing projects and programs consistent with state and federal regulations.


Technical Assistance & Preliminary Underwriting

Advise private housing developers, local housing organizations, and local governments in using federal and state housing resources to finance acquisition, rehabilitation and new construction of affordable housing proposals. Analyze applications for financial assistance by reviewing for completeness, accuracy, market demand, financial commitments, management capacity, regulatory compliance, financial feasibility, and development cost. Coordinate written funding recommendations for presentation to staff and State Housing Board. Position negotiates any revisions to the proposal with the applicant.

Engage and build relationships with key housing stakeholders, community members, customers, and local governments through outreach, capacity building, and identification of opportunities to increase community investment.

  • As a staff authority, position serves as primary communication point of contact for development proposals and inquiries of the Division.

  • Advises private housing developers, local housing organizations, and local governments in using federal and state housing resources to finance the acquisition, rehabilitation, and new construction of affordable housing proposals.

  • Coordinate with underwriting team on Project Summaries which are used to draft contracts for funding awards.

  • Work with Asset Management staff to establish the performance benchmarks that are included in contracts for each new applicant.

  • Assess grantees performance based on previously DOH funded housing projects or other housing projects developed in Colorado or elsewhere in the United States.

Research and Agency Coordination

  • Research the incentives or impediments of local laws and regulations on the development of affordable housing.

  • Identify methods and techniques used by other public agencies, private developers, or real estate professionals to increase the availability of affordable housing.
