Main Purpose of Job

The Center for Tobacco Prevention and Control (CTPC) received Cannabis Public Health Funds to assist with addressing the public health impacts of adult-use cannabis legalization, starting July 1, 2023.
As per state statute, the Cannabis Public Health Funds can be directed towards the following: (1) Supporting the Cannabis Public Health Advisory Council in performing its duties; (2) Supporting data collection and research on the effects of cannabis legalization in the State; (3) Providing funding for education and public awareness campaigns related to cannabis use, including funding for educational programs to be used in schools; (4) Supporting substance use disorder counseling and treatment for individuals; (5) Training and equipment for law enforcement to recognize impairments due to cannabis; and (6) Purchasing technology proven to be effective at measuring cannabis levels in drivers.

CTPC established a Cannabis Branch within the Center to focus on public health initiatives related to cannabis use prevention and consumer safety.
The program will focus on youth cannabis use prevention and education through local health departments, schools, and other community based organizations, as well as implementing media/communications campaigns and outreach for all Maryland residents.
The Cannabis Branch will also oversee data collection and explore cannabis use disorder treatment options and provider education.

The Program Coordinator reports to the Cannabis Branch Program Manager.
With the Program Manager and other Branch staff, the Program Coordinator will oversee statewide implementation of public health programs addressing prevention, safety and treatment of cannabis use, and will support the planning, development, training, coordination, implementation and evaluation of specialized local public health programs and approaches to implement identified cannabis-related public health programs.
This includes assisting local programs with developing targeted school-based, community-based, infrastructure, retailer intervention strategies, and community engagement activities.
The Program Coordinator will also provide support for state agencies involved with public health approaches.
The Program Coordinator will provide critical programmatic support, such as grant management, financial tracking, and program reporting.

This position acts as a health education and technical assistance consultant at the Maryland Department of Health, Center for Tobacco Prevention and Control, Cannabis Branch for these specialized state/local public health programs and will be responsible for providing support to local health departments, state agencies, community based organizations, and providers; strategic analysis of local programs; training on best and promising practices; program management assistance and technical support; and policy solutions to address health disparities and achieve health equity goals of each jurisdiction.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university in Public Health Education, Community Health Education or Health Science.

Experience: Two years of experience planning, developing, implementing and promoting health education projects.

Candidates may substitute a Bachelors degree from an accredited college or university with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science or related behavioral science and three years of experience planning, developing, implementing and promoting health education projects for the required education and experience.

Candidates may substitute a Masters degree in Public Health, Community Health Education, or Health Science for the required education and one year of the required experience.

3.
Candidates may substitute a Doctorate degree in Public Health, Community Health Education, Health Science or Public Health Policy for the required education and experience.

Armed Forces military service experience as a commissioned officer in Health Educator and Community Health classifications or Health Educator and Community Health specialty codes in the Public Health field of work on a year-for-year basis for the required experience and education.

Preferred candidates should possess the following:

  • Expertise in public health program administration; managing grants/contracts; working with budgets and tracking expenditures; and applying evidence-based public health resources and knowledge to practice.
  • Strong writing and communication skills are highly desired.
  • Strong interpersonal skills, ability to handle multiple priorities and deadlines, and ability to work in a dynamic environment preferred.
  • Ability to work in a team environment and collaborate with others to help drive development and implementation of Center and Department priorities.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled.
The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period.
This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
