At Ethics Administration, we strive to achieve compliance by governmental officials, public employees, candidates and lobbyist, and provide public access to disclosed information.

Our mission is to provide staff support for the Louisiana Board of Ethics by administering and enforcing Louisiana's conflicts of interest legislation, campaign finance disclosure requirements, and lobbyist disclosure laws and registration.

If you would like to help us continue in fulfilling our mission then this is the place for you. The Compliance Investigator 4-A will:


  • Conduct investigations ordered by the Louisiana Board of Ethics under the direction of the Investigation Division Director, concerning potential violations of the provisions of the Code of Governmental Ethics, the Campaign Finance Disclosure Act and Lobbying Disclosure Laws
  • Assist the trial attorneys in preparation for public hearings
  • Research issues and laws that are the subject of investigations
  • Provide written reports in connection with reporting violations

Qualifications

MINIMUM QUALIFICATIONS:
1. A baccalaureate degree plus three years of professional experience in accounting or financial auditing; program auditing; building inspection; administrative services; legal research; real estate appraisal; or in the issuance or recommendation of the issuance of medical related licenses.

2. A baccalaureate degree plus three years of law enforcement or investigatory experience.

SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
A master's degree in any field will substitute for one year of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.

Conducts complex investigations on a wide range of violations regarding board/agency policies, state and federal statutes, Civil Service rules, licensure, and ethics.

SUPERVISION RECEIVED:
Direct from a Compliance Investigator 5 or higher-level administrator.
SUPERVISION EXERCISED:
None.
LOCATION OF WORK:
May be used by state agencies with an Investigative Division.
JOB DISTINCTIONS:
Differs from law enforcement investigators by the emphasis on administrative rather than criminal investigations.
Differs from Compliance Investigators 3 by performing more complex advanced-level compliance investigations initiated by a governing body in a specific area of law administered by the governing body.
Differs from Compliance Investigator 4-B by the absence of supervisory duties.
Differs from Compliance Investigator 5 by the absence of managing an Investigative Division.

Perform full range of investigative work on complaints/ investigations of a more complicated nature, which require a higher degree of training and experience. Conduct confidential investigations into alleged or suspected misconduct by agency employees or Board licensees.
Reviews and gathers evidence by taking oral, written, or tape-recorded statements from witnesses. May conduct surveillance or administer polygraph examinations.
Investigates reported violations of state and federal ethical and agency laws, rules, and policies. Prepare detailed confidential reports and summaries of investigations. Maintain records of investigations and related data.
Give presentations and training on applicable laws and licensure regulations to the public.
Makes recommendations to the governing body on updating laws and requirements for the law(s) administered by the governing body.
Observes, investigates, and identifies problems in departmental operations and proposes corrective action to boards/agencies.
Conducts background checks to determine suitability for employment or licensure.

Testify in Civil Service hearings, Ethics Commission hearings, board hearings, and criminal and civil court concerning results of investigations.
