Job Description Our client, an NYC education agency, is seeking a MWBE Contract Compliance Consultant downtown NYC office.
Responsibilities:
- Design and advise on the development of a comprehensive monitoring and enforcement strategy for MWBE compliance while integrating with existing DOE procurement compliance structures. Key components include tracking and reporting MWBE participation, developing training materials, and establishing a support framework for ongoing compliance monitoring encompassing the following:
- Create tracking and reporting mechanisms for MWBE participation as subcontractors
- Customize solutions to adapt to evolving standards
- R1763 MWBE Contract Compliance Consultant and MWBE Research Support Specialist
- Perform in-depth analysis of current structures, systems, forms, and tools and advisement on improvements, modifications, and/or adjustments
- Recommend utilization and/or integration with current agency Systems (eg FAMIS, COGNOS, CTS, PASSPORT) to effectively and efficiently monitor MWBE subcontracting compliance
- Develop a process and mechanism to confirm subcontractor payments. Specifically, prime contractors must submit forms and proofs, like Payment Voucher Forms and canceled checks, to verify MWBE subcontractor payments.
- Develop a process and mechanism to confirm ongoing prime and subcontracting agreements
- Develop a process and mechanism to confirm work being performed by a subcontractor. E.G. Conduct surveys and request documentation to ensure proper MWBE participation and performance
- Trigger points for routine compliance monitoring
- Create compliance monitoring training modules for MWBE program staff scoped and sequenced to build staff depth of understanding and capacity
- Build in checkpoints to evaluate process execution and functionality
- Design MWBE compliance monitoring reports
- Conduct MWBE compliance monitoring as specified by the MWBE Compliance Team
- Periodically review contracts to ensure adherence to MWBE policies and progress toward goals
- At least 8 years of experience in MWBE compliance monitoring and enforcement.
- Proven experience designing and implementing compliance strategies within large, complex organizations, preferably within government or education sectors.
- Proficiency in developing and integrating compliance monitoring tools and reporting mechanisms.
- Comprehensive understanding of NYC Administrative Code 6-129 and other relevant MWBE laws and regulations.
- Experience in establishing processes for verifying subcontractor payments, agreements, and performance.
- Ability to conduct detailed reviews and audits to ensure adherence to MWBE policies.
- Experience developing training modules and support frameworks for ongoing compliance monitoring.
- Advanced skills in data analysis and reporting using compliance monitoring tools.
- Expertise in customization and adaptation of compliance solutions to meet evolving standards.
- Demonstrated ability to lead cross-departmental initiatives and work collaboratively with various stakeholders.
- Strong project management skills with the ability to manage complex projects from inception to completion.
