Compliance Team Grant Manager (COM 3) Position in the Department of Commerce’s Housing Division, working within the Homelessness Assistance Unit. Responsible for ensuring compliance of state‑funded grants and contracts, including invoice review, fiscal monitoring, and training of grantees. Responsibilities The primary responsibility is the review and approval of invoice documentation and the conduct of grantee fiscal monitoring for all state‑funded grants. Follow state and agency requirements for compliance and accountability during grant and contract invoice processing. Establish and maintain record‑keeping procedures for invoice documentation to meet internal control standards. Use contract terms, program guidelines, and tools from the HD Contract Compliance Supervisor to review invoice back‑up documentation. Provide training and instructions to grantees on invoice submission and documentation requirements. Communicate timelines to grantees and respond promptly to questions, providing technical assistance on deadlines and required forms. Contact grantees with incomplete documentation and offer support to ensure timely payment. Collaborate with CHG Program and Quality Assurance staff to examine discrepancies and align reported expenditures with approved budgets. Recommend professional‑level grantee training opportunities to the team and supervisor. Conduct grantee fiscal monitoring for all state‑funded grants, ensuring compliance with agency requirements. Utilize contract terms, program guidelines, and tools from the HD Contract Compliance Supervisor to conduct all phases of fiscal monitoring. Lead communication with counties on timelines for materials and provide technical assistance on submission deadlines. Develop fiscal monitoring forms and instructions; provide training to grantees on completing required forms. Follow up promptly with grantees who submit incomplete documentation and track responses to ensure resolution. Ensure fiscal monitoring is completed during the grant cycle so the program remains in compliance. Collaborate with program and QA staff to investigate discrepancies and align reported expenditures with approved budgets. Qualifications Required Position Qualifications – A combination of seven (7) total years of experience, gained through relevant education beyond high‑school equivalency and/or professional‑level experience in grant and contract management and financial compliance. Minimum of three (3) years of professional‑level experience covering at least three of the following areas: Reviewing financial documents and statements for reimbursement compliance and conducting fiscal monitoring. Interpreting, writing, and applying detailed policies and procedures. Technical knowledge of contract documents, budgets, and compliance with terms. Customer engagement, tool development, and technical assistance. Cross‑team collaboration to share customer feedback and develop solutions. Familiarity with Commerce contracting and grant management systems. Lived experience with housing instability and/or navigation of public systems (homeless, housing, foster care, criminal‑legal, or behavioral‑health) may substitute for two years of professional experience. Preferred/Desired Qualifications Knowledge of state homeless funding and primary homeless crisis response system grants. Knowledge of best practices in homeless housing, including Housing First, low‑barrier access, trauma‑informed delivery, and coordinated entry. Understanding of how equity issues impact the housing crisis and contribute to disproportionalities. Commitment to continuous quality improvement in homeless housing program access and outcomes. Knowledge of specific housing and fiscal data systems such as the Department of Commerce Contracts Management System (CMS).
