This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

The Conduct of Operations (ConOps) Specialist provides support to organizations and employees within Navarro-ATL by identifying business risk in association with organizational performance and processes. Supports the ConOps Program Manager in assessing and mentoring personnel on proper formality of operations (DOE O 422.1B, Conduct of Operations) that support Navarro-ATL facilities and mission successes while ensuring worker and public safety, as well as environmental protection. Advises management of potential areas of concern and opportunities for improved performance. Provides technical support and mentoring to employees to safely perform operations and maintenance activities. Supports the Conduct of Operations Council and provides timely documentation and presentations of ConOps and Human Performance Improvement (HPI) tools to create a safer and more productive working environment.

Responsibilities:

  • Under administrative direction, act as technical consultant on complex problems and issues concerning Conduct of Operations and HPI, and the safe and efficient operations and maintenance of facility.
  • Provide insight and direction for the general requirements of a Conduct of Operations program and the eighteen specific requirements specified in DOE O 422.1 to improve plant operating efficiency, enhance plant safety, and/or increase plant availability and reliability.
  • Participate in performance-based assessments against established requirements in all areas of Navarro-ATL functions and operations and other topical areas such as radiological controls, training, and emergency preparedness.
  • Interview personnel to determine employee depth of knowledge and understanding of their responsibilities.
  • Hands-on work to include procedure development and maintenance; safety document reviews and recommendations; field assessments and evaluations to determine level of knowledge; and identify gaps for improvement plan development.
  • Participate on Team Planning Meetings, Pre-Job Briefings, LOTO Briefings, Post-Job Reviews, and other special committees to provide technical comments and input.
  • Perform (hands-on-approach) coaching role with individuals directly responsible for the management, supervision, and execution of field work activities.
  • Review Logbook, Surveillance, Rounds, and Temporary Rounds entries to provide technical guidance on proper documentation and repair methods, and/or operating techniques.
  • Interface with all levels and disciplines performing facility activities to assess and mentor on sound Conduct of Operations/Maintenance standards.
  • Facilitate incorporation of continuous improvement feedback provided, during coaching sessions, into processes, procedures, and training.
  • Act as technical/interpretive authority on complex/significant procedures and ensure accuracy and timely development and revision.
  • Evaluate personnel performance against established Conduct of Operations/Maintenance standards.
  • Perform and coordinate procedure reviews, proposal reviews, and the review and analysis of specific plant maintenance operating problems.
  • Perform field walkdowns and assess multiple operations and maintenance evolutions on days and backshifts.
  • Work with various disciplines and knowledge levels and mentor/coach appropriately to obtain desired results and improvements.
  • Communicate with all levels of management and exhibit exceptional people skills.
  • Provide periodic updates on personnel performance.
  • Other job duties as assigned.

Requirements

Minimum Qualifications:

  • Bachelor’s degree (BA/BS) and 10 years of related experience, or equivalent combination of education and/or experience.
  • Experience working with DOE Order 422.1 or equivalent Conduct of Operations standards.
  • Experience with Department of Energy (DOE) or commercial nuclear facility in an operations capacity.
  • Working knowledge of Integrated Safety Management System (ISMS) principles.
  • Experience communicating with various levels of organization and setting expectations for performance standards.
  • Solid written and verbal communication skills and the ability to present issues and recommendations in a clear, concise manner.
  • Knowledge of MS Office and Adobe Acrobat.

Preferred Qualifications:

  • Bachelor’s degree (BA/BS) and 12-15 years of related experience, or equivalent combination of education and/or experience.
  • Experience in Lock-Out/Tag-Out as Controlling Organization Administrator.
  • Experience working as a Subject Matter Expert/Technical Authority for program, process, or procedure.
