Position Summary The Construction Trades Recruiter will be primarily responsible for identifying, sourcing, screening, and hiring skilled laborers, trades, and operators at various levels to support the operations of our Woodbridge/Manassas area projects, while supporting other recruiting efforts of the company and locations on as needed basis. This role demands a proactive, hands‑on approach to talent acquisition, with the recruiter actively engaging candidates in the field rather than relying solely on online postings. The ideal candidate will develop creative sourcing strategies—such as attending community events, trade shows, and visiting job sites or training programs—to connect with skilled trades and supervisors. Success will depend on building relationships with local organizations, understanding the labor market, and consistently filling roles with high‑quality talent while maintaining a strong pipeline for future needs. This position, which will report to the HR Manager at the Benchmark headquarters in Sterling, VA, will be based in the Woodbridge/Manassas or Charles Town, WV area with a flexible structure, but field engagement and community presence are key expectations. Essential Duties and Responsibilities Strategic Sourcing and Recruitment Partners with HR, project managers, site supervisors, and other key stakeholders to assess current and future staffing needs, job requirements, and qualifications, aligning recruitment efforts with organizational goals Utilizes diverse sourcing strategies (i.e., job boards, social media, events, referrals, and on‑site outreach) to build and maintain a pipeline of qualified construction talent, while staying current on market trends, salary benchmarks, and candidate availability Full‑Cycle Recruitment Oversees the full recruitment lifecycle for field and supervisory roles, including interviews, background checks, drug tests, DOT physicals, and other screenings to ensure candidate suitability Coordinates the selection and onboarding process to deliver a positive candidate experience, conduct post‑hire follow‑ups, and support early integration to promote long‑term retention Field Engagement and Outreach Builds and maintains a strong talent pipeline by organizing and attending hiring events, job fairs, trade shows, and job site visits, while actively engaging with skilled candidates in the field. Establishes relationships with local organizations and training programs, and develops creative sourcing strategies to attract and sustain a pool of top‑tier field talent Onboarding and Compliance Administers onboarding and orientation processes in collaboration with HR and Safety teams, ensuring all documentation, certifications, and procedures meet company and regulatory standards Maintains accurate and up‑to‑date candidate records, hiring decisions, and employee data within the HRIS system to support compliance and reporting needs Metrics and Continuous Improvement Monitors key metrics—including time‑to‑fill, cost‑per‑hire, turnover, and hiring activity—to evaluate and improve recruitment effectiveness Gathers insights from hiring teams on unsuccessful placements to refine sourcing strategies and enhance overall recruitment outcomes. Brand and Culture Promotion Promotes the company’s brand, culture, and values to attract and retain top‑tier field talent Supports employee relations, engagement initiatives, and performance management processes to foster a positive work environment Additional Support Assists with other HR projects and initiatives as assigned Provides support on HR initiatives and other assigned tasks to ensure the smooth operation and overall success of the Woodbridge/Manassas operations and the company Qualifications Bachelor’s degree in a relevant field; equivalent experience will be considered 2+ years of demonstrable experience in recruiting and hiring skilled labor, tradespeople, and field‑based employees, including full‑cycle recruitment experience Strong professional network within the construction and skilled trades industry, local labor market, recruiting best practices, and emerging trends in talent acquisition Familiarity with EEO, ADA, and employment laws; experience ensuring compliance Excellent verbal and written communication skills, with the ability to build relationships and conduct effective interviews Ability to travel frequently to job sites, fairs, and outreach events Highly organized with the ability to manage multiple open positions, prioritize tasks, and meet deadlines in a fast‑paced environment Proactive, self‑motivated, and goal‑driven Proficient in Microsoft Office (Word, Excel, Outlook); experience with HRIS systems, applicant tracking systems (ATS), or recruitment software is a plus Self‑motivated with a proactive approach to problem‑solving and achieving recruitment goals Willingness to work non‑traditional hours, including early mornings or weekends, depending on hiring needs Preferred Qualifications SHRM’s Talent Acquisition Specialty Credential Why join Benchmark Utility Services Benchmark Utility Services offers competitive compensation, comprehensive benefits, and a dynamic work environment that values excellence, teamwork, and professional growth.
